Position Overview
The Client is seeking an experienced Business Analyst Project Lead to support the Child Support Services Applications Team. This role is responsible for leading and executing testing activities for critical Child Support Enforcement systems, ensuring system quality, compliance, and performance across multiple applications including PACSS, SDNH, and the Client Portal.

Key Responsibilities
  • Review functional and technical design documents to validate defect fixes and new system enhancements
  • Monitor and report on system development vendor performance during all phases of testing
  • Manage and oversee vendor testing activities, including review of test scripts, execution results, and batch processing logs
  • Prepare, maintain, and manage test data, including interface and inbound/outbound data files
  • Develop, document, and execute detailed test scripts, including regression and acceptance testing
  • Analyze test execution results; identify, document, reproduce, and track defects through resolution
  • Participate in functional design sessions and incident review meetings as required
  • Perform detailed data analysis and root cause analysis for testing defects and production issues
  • Analyze production errors and deliver root cause analysis and corrective recommendations
  • Identify testing and process improvement opportunities and provide actionable recommendations
  • Plan, organize, guide, and review the work of testing resources to ensure quality standards are met

Required Skills
  • 5+ years of experience preparing, documenting, and executing test criteria, test cases, test scripts, and test plans for IT systems projects
  • 2+ years of experience testing Child Support Enforcement System development projects
  • 2+ years of hands-on experience with:
    • Component Testing
    • Integration Testing
    • Security Testing
    • Performance Testing
    • Regression Testing
    • User Acceptance Testing
  • Strong analytical and problem-solving skills with attention to detail
  • Excellent written and verbal communication skills across technical and non-technical stakeholders

Preferred Skills
  • Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager
  • Experience working in Agile and/or Waterfall development environments
  • Experience with automated testing tools
  • Hands-on experience with Selenium

Education
  • Bachelor's Degree (required)
