--- Project Description ---
This position is for an expert Business Analyst. The BA in this
position will provide expertise in the development and support
of Dedicated Support Agency- DOCCS. These applications are
both legislatively mandated and critical to the successful
support of the agency and public safety. The BA will develop
and/or maintain system artifacts and documentation including
business requirement and project process documentation,
training plans, test cases and test plans, quality assurance and
contingency operations plans and reports.

--- Day-to-Day Tasks ---
1. Work
with end users to review/analyze existing workflows, reports,
documentation or system artifacts to document
business/system requirements and processes.
2. Participate in
business user and stakeholder meetings for requirements
gathering sessions.
3. Develop, write, and maintain detailed,
comprehensive and well-organized functional documents such
as use cases/user stories, process models/flow diagrams,
screen mock-ups according to ITS standards.
4. Perform analysis
of what statistical reports will be needed, document the
requirements and design the reports.
5. Develop or maintain
detailed test plans/test cases/test scripts from documented
system requirements utilizing Quality Center.
6. Execute
functional and system tests including regression tests using
manual and automated testing tools and record results using
Client ALM/Quality Center.
7. Identify and document application
defects and track to resolution, performing retesting as
required.
8. Identify and document deficiencies in system
documentation (e.g. missing or ambiguous requirements)
identified during the testing process.
9. Ensure appropriate test
coverage by mapping system requirements to test cases
10. Develop or maintain training or user acceptance testing plans
and Tier 1 support guides
11. Interact with ITS staff, business
users and stakeholders as necessary to determine and
implement functional and technical requirements.
12. Participate
in status meetings and provide weekly reports.
13. Provide
knowledge transfer to state staff in order to implement and
support the system.

--- Required Qualifications ---
• 84 months experience eliciting/extracting detailed business
requirements from customer/project stakeholders or system
artifacts
• 84 Months experience in obtaining and writing business, user and
functional requirements, use cases, process models, workflows,
creating screen mock-ups, report mock-ups and technical
documents with attention to detail
• 60 months experience developing/maintaining test plans and
detailed test cases, executing those tests, validating test results
and logging/tracking related defects
• 36 months experience using Client Quality Center
• 24 months experience designing user interfaces using tools such
as Balsamiq or equivalent
