Overview:   

 ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst 3 will lead requirements elicitation, analysis, and validation through stakeholder interviews, workshops, and process modeling to support complex business and technical solutions. The role partners closely with IT and project teams to design, document, and deliver end to end solutions, including use cases, process maps, test plans, and user documentation. The analyst will support solution build, testing, implementation, and change management while driving continuous process improvement. Success in this role requires strong experience documenting processes, supporting project delivery, and working in Agile and Waterfall environments, along with advanced proficiency in Excel, Word, PowerPoint, Visio, SharePoint, and requirements management tools. This full-time position is located in Vancouver, WA.    
 
Pay Rate: $45.59 - $65.14

Responsibilities:   Supporting Requirements Development: Conduct interviews and facilitate workshops to elicit solution requirements. Research, analyze, model and organize information for developing requirements.  Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and application needs. Facilitate requirements validation sessions, identify gaps and present findings. Resolve requirement conflicts between stakeholders. Research, document, and validate current and future state processes and designs (functional and technical) Help define approach, alternatives, and decision framework for alternative solutions analyses. Help define and execute business analysis approaches. Assessing and documenting descriptions of complex technical systems Solution Development and Proposal: Facilitate design sessions, key decisions, team meetings, sponsor meetings, and stakeholder engagement sessions Facilitate/assist in technical process improvement initiatives.  Research and develop methods to automate repetitive manual data manipulations. Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures. Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors. Solution Build: Prepare functional and technical documentation for hand-off to IT workgroups. Work closely with IT development teams to encourage a smooth build. Draft documentation for user and operational manuals. Create queries and reports for extracting, manipulating, and reporting of business architecture-related information. Proactively communicate key updates and documents to team members, sponsors, and stakeholders Support project manager in the maintenance of project information including scope, status, schedule, budget, forecast, risks and issues, resources Support project manager in the coordination of teams contributing to the project  Implementation and Change Management: Support development and implementation of management approved change management plans that reduce employee resistance and empower management as change sponsors. Facilitate various system verification activities such as systems and user testing. Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity. Solution Maintenance: Provide first line technical support to business users of the developed solutions. Complete and improve user manuals, onboarding and training documentation. Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives. Compliance Report Writing: Develop and draft associated documentation required for mitigation plans, compliance packages, milestone updates, mitigation completion packages, and data requests. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. 
Requirements:   

  A degree in Business Administration, Management, Accounting, Computer Science, Engineering, Business Management, Organizational Development, or a closely related discipline is preferred. With an applicable Bachelor's degree, 8 years of experience is required. With an applicable Associate's degree, 10 years of experience is required. Without an applicable degree, 12 years of experience is required. Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature. Advanced knowledge of Visio and/or other flowchart tools.  Expert proficiency in Excel, PowerPoint and Word. Experience in utilizing a requirements management tool.  Experience using SharePoint Experience with Project Delivery  Experience documenting processes Experience in organizational change management methods and tools. Experience with Agile and Waterfall methodologies Valid U.S. Driver's License is required. Work sponsorship is not available at this time.
