5 Education
Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, Public Administration, Social Sciences, or other related field. Work experience can substitute on a year-for-year basis for the degree.

6 Experience
Candidate MUST have a minimum of 15+ years of progressively responsible experience in transportation work program management, financial management, or federal aid program administration. Direct hands-on experience with FDOT's Work Program, Federal Aid reconciliation, Schedule A funds allocation, and the Financial Management Suite of systems is required. Prior FDOT-OWPB tenure is highly desired.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Review brownfield documentation drafts produced by the FORGE delivery team and provide annotated business-context corrections, additions, and clarifications.
2. Identify gaps, ambiguities, and inaccuracies in documented business rules pertaining to Federal Aid, OA, AC, Schedule A, and related work program processes.
3. Explain the federal and state funding rationale, legislative drivers, and historical context underlying legacy system behavior so that the FORGE team can accurately represent it in their documentation.
4. Participate in FORGE working sessions and brownfield review meetings to transfer business knowledge directly to the delivery team.
5. Respond to ad-hoc questions from the OWPB Systems Support team regarding Federal Aid program assumptions, historical fund allocation decisions, and FM Suite system behavior.
6. Review assumptions underlying the Obligation Authority (OA) plan and the Advance Construction (AC) program as they relate to FORGE documentation accuracy.
7. Provide guidance on Schedule A state and federal fund allocations and the processes for creating and updating those allocations as relevant to FORGE.
8 Job Specific Knowledge, Skills, and Abilities (KSAs)
The submitted candidate must be able to apply expert-level knowledge, skills, and abilities in the following areas:
1. Deep knowledge of the FDOT Five Year Work Program development process, budget processes, and Federal Aid program management.
2. Expert knowledge of the FDOT Financial Management (FM) System, including FMODEL and DMODEL, and the underlying business rules these systems implement.
3. Knowledge of Federal Aid Highway Funds, Schedule A allocations, Advance Construction (AC) program mechanics, and Obligation Authority (OA) plan development.
4. Ability to research and interpret federal and state legislation impacting work program resources, and to communicate impacts in plain business terms to a technical delivery team.
5. Ability to read technical documentation and identify discrepancies between documented behavior and actual business intent.
6. Ability to communicate effectively in writing through reviewing comments, annotations, and structured feedback.
7. Ability to participate constructively in technical working sessions and convey business context to software engineers and analysts.
8. Skills in the use of Microsoft Office Suite (Outlook, Word, Excel) and Microsoft Teams for collaboration with the FORGE delivery team.
