Title: Building Plan Examiner/Inspector
Definition:
The Building Plan Examiner/Inspector is an experienced professional who is responsible for ensuring that building construction complies with applicable codes and regulations. The Building Plan Examiner/Inspector reports to the Director of Planning and their role involves the tasks discussed below:
ESSENTIAL FUNCTIONS/JOB TASKS: Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions
Accepts permit applications, checks for accuracy and completeness, calculates and collects fees, issues receipts, and enters application into the permit tracking system.
Reviews building plans for compliance with applicable building/zoning codes, ordinances and regulations.
Issues building permits and coordinates inspections.
Inspects building construction, alterations, repairs and demolitions; ensures compliance with applicable codes, ordinances and regulations.
Documents and maintains accurate records of inspections, actions taken and regulatory efforts; prepares written reports and correspondence and issues notices to correct code violations.
Assists the Code Enforcement Officer with inspections.
Issues Certificates of Occupancy.
Provides information and responds to inquiries from contractors, property owners, City staff, business owners and the public regarding assigned inspections.
Serves as the Certified Floodplain Manager for the City.
Performs public counter duties as assigned.
Develops and maintains knowledge of construction technology, methods and materials; updates code knowledge through regular training sessions.
MINIMUM QUALIFICATIONS
Working knowledge of the International Building Code, Plumbing Code and the Electrical Code.
Ability to effectively understand and interpret plans and specifications.
Ability to determine any violations of applicable codes and ordinances; to evaluate corrective actions and to approve work. Ability to effectively access and utilize computerized systems and equipment.
Ability to develop and maintain effective working relationships with contractors, co-workers, and the public.
Ability to maintain accurate records and prepare reports.
Ability to work on multiple projects simultaneously, set priorities and meet deadlines.
Other Related factors:
Is exposed to disagreeable working conditions while conducting site evaluations in bad weather and is occasionally exposed to the potential for injury when walking through structures during site evaluations.
Must wear proper protective equipment.
EDUCATION and EXPERIENCE:
Minimum 3 years' work experience reviewing building plans and performing building inspections (plumbing and electrical inspections desirable, but not required).
Possession of the following certifications or ability to obtain, and maintain, the following certifications within six (6) months:
ICC Building Plans Examiner – R1
ICC Building Inspector – B1
