Job Purpose or Objective(s): Responsible for assisting in the inspection of residential construction and rehabilitation projects to support compliance with applicable codes, quality standards, and program requirements. This role involves performing basic inspections under guidance, supporting the development of scopes of work, and assisting with project coordination and documentation.

Primary Tasks:

  • Conduct initial and routine inspections of residential properties under supervision, including new construction and rehabilitation projects.

  • Identify basic deficiencies or code violations and refer more complex findings to senior staff for review.

  • Assist in preparing cost estimates and draft scopes of work for rehabilitation or improvement projects.

  • Support project tracking by maintaining status reports, timelines, and documentation for assigned cases.

  • Observe contractor work for quality and compliance with approved scopes; escalate concerns to senior staff.

  • Learn and assist with enforcement of Davis-Bacon wage guidelines and support wage interviews when required.

  • Provide administrative support in preparing reports, correspondence, and updates for supervisor review.

  • Participate in training and development opportunities to build knowledge of codes, standards, and housing program requirements.

  • Perform other responsibilities as assigned.

Requirements:

  • Associate degree in construction management, building inspection, or related field, or;

  • Equivalent combination of education and experience in lieu of degree

  • Basic knowledge of building codes, construction methods, and local housing ordinances

  • Ability to learn and apply Housing Quality Standards (HCS) and Davis-Bacon wage compliance procedures

  • Must obtain Home Inspector Certification (AHIT) and HQS certification within one (1) year of hire

  • Two (2) years of experience in residential construction, housing rehabilitation, or building inspection

  • Associate degree in construction management, building inspection, or related field, or;
