Job Description and Functions

The Building and Grounds Specialist performs advanced irrigation and water management duties while supporting the maintenance, repair, and overall operation of state facilities and grounds. This position plays a vital role in ensuring efficient water usage, maintaining safe and functional building systems, and preserving the appearance, safety, and integrity of public properties throughout the year.

Responsibilities include:

• Technical expertise, independent judgment, and a strong commitment to preventative maintenance and operational excellence in both indoor and outdoor environments. • Performing specialized duties for irrigation systems/water management and weed and pest management programs. • Operating, repairing, adjusting, and installing a variety of complex equipment. • Performing preventive maintenance on building facilities and grounds and assisting other trades assistants and contractors on projects as required. • Receiving, maintaining, and conducting an inventory of building and grounds supplies, assisting with establishing the bi-annual budget, and purchasing supplies needed. • Performing calibration and mixing of various chemicals. • Monitoring water use, water budget, and schedule. • Assisting with the training of new employees in specialized and routine daily duties. • Operation and maintenance of hand and power tools. • Maintaining landscaping in summer involves grass mowing, trimming, and maintaining trees, shrubs, and flowers. • Snow removal in the winter months. • Moving furniture and set-ups for functions and events. • Providing recycling services to all State-owned and leased buildings. • Required to work during a snow event when State offices are closed.

Qualifications and Preferences

Qualifications:

  • Education: Associates Degree
  • Experience: 0-1 year of progressive work experience (typically in Building and Grounds) with acquired knowledge at the level of a Building and Grounds Assistant
  • Certificates, Licenses, Registrations: Must obtain a CDL license within 12 months of employment.

Preferences:

  • Preference will be given to those applicants with three to five years of maintenance in grounds experience.
  • Knowledge of Personal Protective Equipment.
  • Knowledge of proper grounds equipment usage.
  • Knowledge of irrigation systems and operation.
  • Knowledge of weed and pest chemical use.
  • Knowledge of safety procedures and protocols.
  • Ability to operate a personal computer.
  • Ability to be flexible to work and supervise in multiple facilities that may have more or less staff than normally assigned and be capable of transferring knowledge to a different environment.
  • Ability to work with co-workers and customers.
  • Ability to deal with difficult personalities professionally.

Minimum Qualifications:

  • Education: Associates Degree
  • Experience: 0-1 year of progressive work experience (typically in Building and Grounds) with acquired knowledge at the level of a Building and Grounds Assistant
  • Certificates, Licenses, Registrations: Must obtain a CDL license within 12 months of employment.

Physical Working Conditions:

  • Exposure to hazardous chemicals.
  • Working in extreme weather conditions.
  • Must be able to drive vehicles.
  • Must be able to lift up to 50 pounds.
  • Ability to pass a background check.

  • FLSA: Non-exempt

  • Current employees are accepting a promotional opportunity, so recruitment must be opened to the public
  • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay
  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date
  • Employees would only be eligible for one (1) hiring bonus in a 12-month period
  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
