You'll work alongside dedicated professionals, help guide major strategic initiatives, and ensure public resources are managed responsibly for the benefit of Casper's residents.If you're ready to lead with integrity, collaborate across the organization, and make a lasting impact through sound financial leadership, we invite you to apply today.Key ResponsibilitiesExercise supervisory authority over the Division, authorizing time‑off, approving payroll and hiring, coordinating staffing, ensuring training and development, and maintaining a healthy and safe work environment.Develop and monitor the City's annual budget, long‑range fiscal plans, budget analyses, capital planning, and optional sales tax funding; provide recommendations and input regarding operational and capital budgets to executive leadership and the City Manager.Assist with enterprise fund rate analysis, financial modeling, and related fiscal analysis.Manage and participate in the development and administration of Financial Services Department budgets, direct forecasts of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures.Supervise and review budget amendments for accuracy and compliance; work with departments to ensure revenues and expenditures are accurately reflected and maintained within statutory requirements.Develop staffing budgets with the Budget team, including salary and benefit forecasting for reorganizations, new positions, reclassifications, and off‑cycle budget adjustments.Manage PBB processes and reporting, including program‑based budget reports, budget‑to‑actual analysis, year‑over‑year expenditure comparisons, public engagement materials, and reporting for executive leadership and City Council.Coordinate Budget Division activities with City departments, outside agencies, and organizations to support fund management, budget development, fiscal analysis, and organizational understanding of budget processes; prepare and present staff reports and related correspondence.Participate on committees; attend professional group meetings; stay abreast of new trends and innovations in budgeting.Supervise and prepare technical financial reports, departmental records, and the City's annual budget document, including materials submitted for Government Finance Officers Association Distinguished Budget Presentation Award consideration.Partner with City departments to develop performance measures that align departmental activities, service delivery, and resource allocation with Council priorities and strategic objectives.Represent the City of Casper by responding to the public, citizens, employees, and others in a professional, courteous manner while maintaining a positive customer service demeanor.Perform other duties of a similar nature or level.Knowledge & AbilitiesUnderstanding of financial management theories, principles, practices, and current trends.Proficiency with GAAP, GASB, local government codes, and statutory requirements.Capability to develop and manage large, complex budgets, apply internal controls, and ensure fiscal accountability.Strong leadership skills, including supervision, mentoring, training, and performance evaluation.Excellent data analysis, reporting, communication, and decision‑making abilities.Proficiency in computer software, budgeting systems, and modern office equipment.Experience & CertificationsBachelor's degree in accounting, business administration, finance, or closely related field.Master's degree preferred.Minimum of five years of progressively responsible experience in a professional financial service capacity, including governmental accounting experience.Minimum of two years of supervisory experience.Valid Wyoming driver's license preferred.Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), Certified Public Accountant (CPA), or similar certifications preferred.Supplemental Information & Physical RequirementsThe above job description is intended to describe the general nature and key responsibilities of this position.
