Position Information

Supporting the resources our Community relies on through responsible budgeting

The City and County of Honolulu (City) is seeking a detail-oriented Budget Analyst IV to support the development and coordination of departmental operating and capital budgets. This position plays a key role in helping City departments achieve their goals through budget analysis and program management.

What You Will Do:

  • Review and analyze operating and capital improvement budget requests
  • Evaluate supplemental appropriations, expenditure schedule, and fund transfers
  • Conduct program and operational evaluations to support management decisions
  • Review request for new programs, positions, reorganization, and equipment purchases
  • Conduct studies on organizational structure, staffing, and work procedures
  • Collaborate with department leadership on budgetary policies and management initiatives

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:

Equivalent to graduation from an accredited four-year college or university with a Bachelors degree in Political Science, Public or Business Administration, Economics or a related field.

Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelors degree.

For example:

Four years of professional work experience, in any occupation, may substitute for a general bachelors degree.

  • Four years of general work experience (does not need to be professional level experience) in budget/fiscal/business management may substitute for a general bachelors degree.

  • Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. EXPERIENCE REQUIREMENT:

Two (2) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.

Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.

Substitution: A Masters degree in Business Administration or Public Administration from an accredited four-year college/university will substitute for six (6) months of the required two years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.
