Job Summary Responsible for the operation and maintenance of the Geographic Information System (GIS) for Bryan Texas Utilities BTU. Essential Job Functions:

Updates maintains and ensures the accuracy of electric distribution model using WindMil EA and WindMil Map software. Maintains GIS maps and the associated GIS database integrity. Updates maintains and ensures the accuracy of equipment links for poles, transformers, addresses, etc. Designs and performs complex spatial data analyses. Assists all personnel with using GIS technology to aid with their daily tasks. Collaborates with other GIS users within the City of Bryan to maintain data integrity. Performs field archival, historical, and statistical research in support of department activities. Creates highly readable, accurate, and aesthetically consistent maps displaying complex data analysis. Completes the construction work order process by posting finalized work orders to system GIS. Updates and maintains construction and material standards drawings as necessary. Performs related duties as assigned. Responds regularly and promptly to work.

Minimum Qualifications Bachelors degree in GIS, Spatial Sciences, Geospatial Technology, or related field OR an Associates degree in GIS, Spatial Sciences, Geospatial Technology, or related field plus at least two years of work experience utilizing GIS software. OR a High School Diploma/GED plus a minimum of three years of work experience utilizing GIS software.

Knowledge, Skills & Abilities Knowledge of:

  • ArcGIS Desktop
  • ArcGIS Pro
  • ArcGIS online
  • Computer aided drafting (preferably AutoCAD)
  • Software such as Milsoft WindMilMap, Milsoft WindMil EA, Microsoft Office, Access, and other database tools as they relate to GIS systems.
  • Electric distribution utility networks standards and practices.
  • Electric transmission and distribution terminology and theory of operations.

Skills:

  • Ability to Work independently and/or in a team environment and maintain a professional demeanor and appearance.
  • Read and understand various technical documents including deeds, plats, and title reports, construction plans, etc.
  • Operate a personal computer/laptop to quickly and accurately perform data entry and produce reports, maps, diagrams, graphs, charts, displays, and other written materials.
  • Maintain BTUs GIS system through data entry and updating map editing and quality control techniques.
  • Verify data integrity to ensure connectivity of data between GIS and other BTU information systems.
  • Ability to listen and actively engage in conversations to clearly understand the other partys message and intent.
  • Anticipate, identify, and effectively resolve various issues and problems.
  • Display ethical conduct, individual initiative, creative problem-solving, and responsive service.
  • Handle multiple tasks, prioritize, and organize work assignments and meet established deadlines.
  • Comply with all City and departmental policies and procedures and meet attendance and punctuality guidelines.
  • Remain constantly alert and aware of any workplace hazards and follow the safety practices and principles in reporting and preventing accidents.
  • Demonstrate satisfactory work performance and regular, reliable, and punctual attendance.
  • Provide management with sound, positive advice and information concerning the area of responsibility.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.

Working Conditions Work is performed in a well-lit, temperature-controlled office setting and at various outdoor job sites. Field job site visits will involve exposure to inclement weather, temperature extremes, difficult terrain, noise, electrical/mechanical hazards, fumes, odors, dust, pollen, and other airborne particles.

Equipment Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control authority or approval of the design, working ranges, or limitations of those items. The employee has the responsibility to conform to those ranges and limitations. Equipment may include but is not limited to:

  • Microsoft-based computer workstation
  • Printers and plotters
  • Copier
  • Drafting equipment
  • Telephone
  • Surveying equipment
  • Company vehicle
