Description

Supports the District's Facilities Planning and Maintenance Department and Nutritional Services and Operations Department by managing the end-to-end contract process, including procurement coordination, document preparation, budget tracking, and compliance monitoring. This classification requires thorough knowledge of public sector contracting procedures, California Education and Public Contract Codes, and construction/operations-related contract administration.

CURRENT VACANCY: One full-time management position (12 mos/yr, 8 hrs/day), at the Facilities Planning and Maintenance Department.

Position includes full district-paid benefits for the employee and dependents. Maximum District contribution to the health insurance plan for the 2025-2026 school year of $30,196.80 for all employees.

  • Develops and manages contracts and other services, including bid preparation, analysis, and award recommendations.
  • Reviews and analyzes contracts to ensure compliance with district policies and legal requirements.
  • Monitors contract performance and prepares related reports.
  • Manages vendor relationships.
  • Assists in the preparation of departmental budgets.
  • Drive a personal vehicle to attend meetings, training sessions, and conduct work.
  • Perform complex and technical accounting work in the maintenance and analysis of records of revenues, expenditures, and program/project funds.
  • Perform accounting of bond, construction, and other funds; monitor and prepare periodic reports on funds; conduct expenditure analysis and audits to ensure full reimbursement of district costs in connection with construction and other fund expenditures.
  • Work closely with an Accounting Technician or other accounting personnel. Perform detailed analyses on contractor cost proposals, bids, amendments, and change orders to maximize value and minimize the cost of goods and services to the district.
  • Draft and review contractual documents consistent with district policies and California Education and Contract Codes.
  • Evaluate bids and proposals for responsiveness and responsibility, and prepare award recommendations for management review consistent with established policies.
  • Responsible for gathering, consolidating, producing, and incorporating into reports all required costs, schedule, change, progress, and performance data as required for bond project reports.
  • Perform a variety of clerical and accounting duties in accordance with established procedures.
  • Implement, analyze, report, and ensure accuracy of contracts.
  • Manage the full lifecycle of contracts for the Facilities Planning and Maintenance Department and the Nutrition/Operations Services Departments, including drafting, routing, execution, amendments, renewals, and closeouts.
  • Coordinate procurement processes for professional services, construction, equipment, and operational contracts; assist with RFPs, RFQs, and bid solicitations.
  • Ensure compliance with applicable federal, state, and local laws and regulations, including the California Education Code and Public Contract Code.
  • Analyze bids, proposals, cost estimates, and contractor change orders; prepare summaries and recommendations for award and approval.
  • Collaborate with legal counsel, project managers, and administrators to draft and review contract terms and scopes of work.
  • Monitor contract deliverables, timelines, and budgets; identify issues and ensure proper resolution in coordination with department leadership.
  • Maintain contract files, supporting documentation, and reporting systems; ensure records are audit-ready and compliant with retention requirements.
  • Prepare periodic and ad hoc reports on contract status, expenditures, performance, and compliance for internal and external stakeholders.
  • Assist departments in planning, budgeting, and tracking encumbrances and expenditures related to contracted services.
  • Coordinate vendor onboarding and ensure proper insurance, bonding, and licensure requirements are met.
  • Serve as liaison between departments, vendors, and contractors to address contract issues, inquiries, and negotiations.
  • Participate in audits, inspections, and reviews by external agencies or internal controls.
  • Provide training and support to staff on contract procedures, guidelines, and systems.
  • Administer the contract change process.
  • Maintain contract files and records as required.
  • Perform related duties as required.

Employment Standards

Minimum Requirements:

Three years of progressively responsible experience in contract development, procurement, and/or contract administration, including at least one year supporting public sector projects or school district operations. Experience managing contracts related to construction, planning, on nutrition/ operational services.

Any combination of experience, education, and training that would provide the required knowledge, skills, and abilities may be considered.

Desirable Qualifications:

  • Bachelor's degree from an accredited college or university in business administration, public administration, construction management, or a related field.
  • Experience working with California K-12 educational agencies.
  • Written and oral proficiency in a second language.

License or Certificate:

Positions in this classification require the use of personal transportation and the possession of a valid California Class C driver's license. Also, the ability to be insured at standard vehicle liability and property damage insurance rates and maintain insurability.

Probationary period: 130 days of paid service.

After an offer of employment, a candidate must submit evidence of freedom from tuberculosis,fingerprint clearance with the Department of Justice, and a pre-employment physical exam (district-paid). The onboarding process includes legally mandated training(s) and reference checks. In addition, pursuant to Senate Bill 848 (SB 848), the District is required to conduct reference checks that include inquiry into whether the applicant has ever been the subject of a credible complaint, investigation, or disciplinary action related to child abuse, sexual misconduct, or sexual harassment.

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.

Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
