Bilingual Human Resources & Payroll Manager

Location: Ontario, CA & Perris, CA (Dual-site coverage)

Position Summary
The Bilingual HR/Payroll Manager is a hands-on, people-first leader responsible for the daily HR and payroll operations across our Ontario and Perris, CA facilities. Supporting a combined workforce of 250 to 350 full-time and temporary associates, this role is the primary HR resource for site employees and supervisors. The ideal candidate will balance a commitment to employee engagement with a rigorous approach to California regulatory compliance and multi-state payroll accuracy (CA, KY, and PA).
Key Responsibilities
HR Management & Employee Experience
- Site Leadership: Serve as the primary HR point of contact for employees and supervisors at both Inland Empire sites; build trusting, approachable relationships with the frontline workforce.
- Performance & Relations: Guide managers through employee relations, performance management, and corrective action processes with a focus on fairness and accountability.
- Talent Acquisition: Lead site-level recruitment activity under the direction of the Director of HR, utilizing LinkedIn Recruiter to source, screen, and manage candidate pipelines.
- Culture & Onboarding: Execute onboarding experiences that reflect a people-first culture and coordinate engagement programs including company events, quarterly luncheons, and recognition initiatives.
- Process Innovation: Bring a continuous improvement mindset to HR workflowsâidentifying and implementing more efficient, people-centered ways to operate.
Multi-State Payroll & Benefits
- Payroll Administration: Process accurate and timely multi-state payroll for associates across California, Kentucky, and Pennsylvania.
- Wage & Hour Compliance: Ensure strict adherence to state-specific laws, including California meal/rest breaks, overtime rules, and final pay obligations.
- Tax & Deductions: Maintain working knowledge of KY and PA payroll tax requirements and state-specific compliance obligations.
- Benefits & 401(k): Administer health insurance, 401(k) plan administration, wellness initiatives, and COBRA compliance records.
Compliance, Safety & OSHA
- California Regulatory Expert: Maintain up-to-date knowledge of CA employment law (AB 5, CFRA, CPRA) and local ordinances; ensure all documentation is audit-ready.
- Safety Officer: Serve as a designated Safety Officer, maintaining OSHA 300/301/300A logs and incident reporting.
- Injury Prevention: Create and maintain safety guidelines and emergency training to ensure Cal/OSHA compliance; coordinate workersâ compensation and return-to-work programs.
Qualifications & Skills
- Language:Bilingual fluency in English and Spanish (written and verbal) is required.
- Experience:
- 3â5 years of proven experience as an HR and/or Payroll Manager.
- Minimum of 2 years of California-based HR experience.
- Experience managing payroll for a workforce of 250+ employees.
- Technical Proficiency:
- Strong experience with HRIS/Payroll platforms (notably Paycom or similar).
- Required proficiency with LinkedIn Recruiter.
- Proficient in Microsoft Office Suite.
