About this Position

The City is seeking an experienced Benefits Compliance Manager to provide strategic leadership and oversight of its self-funded employee benefits programs, regulatory compliance, and long-term benefits administration.

The Benefits Compliance Manager directs all aspects of benefits planning and execution. They manage finances for a self-funded health plan, ensure regulatory compliance, oversee vendors/consultants, and develop long-term benefits strategies. They also are the primary point of contact for benefits for the City of Edmond.

This is a supervisory position.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field

  • Minimum 5 years of related experience and/or training

  • Or equivalent combination of education and experience

  • 2 years of management experience

  • People and/or project management

  • Valid Oklahoma Drivers License and a driving record acceptable to the Citys insurance carrier

Responsibilities

  • Lead and manage the City's comprehensive employee benefits programs
  • Oversee all benefits administration operations
  • Oversee the finances of the City's self‑funded health plan and other benefits programs
  • Lead vendor evaluations and contract negotiations
  • Lead competitive procurement processes (RFPs) for benefits-related services
  • Communicate, de-escalate, and resolve sensitive and high-impact matters
  • Ensure full compliance with leave‑of‑absence programs (FMLA, disability claims, City policy leave, etc.)
  • Support the governance and administration of the City's defined benefit pension plan
  • Develop and execute a benefits strategy plan
  • Lead annual open enrollment strategy and execution
  • Research, develop, interpret, and assist with administering HR policies and procedures
  • Supervise one employee in the department

Necessary Skills

  • Proven experience managing multiple complex projects and priorities
  • Ability to learn/adapt to HR technologies, systems, and software
  • Ability to meet the required physical standards for this position
  • Ability to pass extensive background process and pre-employment drug and audio screenings
