This is a full-time position located in Augusta.

Core Responsibilities:

The DHHS Financial Service Center is seeking a Business Services Manager to join the Recovery Division. This position will contribute to the Department's mission by helping us ensure state and federal funds are utilized in an efficient manner to meet the health and welfare needs of Maine's citizens. The Recovery Division's primary scope of work includes depositing money, establishing receivables, and collecting millions of dollars in identified debt owed to DHHS annually, from a variety of sources. As a Benefit Recovery Manager within the Recovery Division, you will be responsible for:

• Supervising a team of three, while directly managing the recovery of member-based, public assistance overpayments.

• Organizing and directing recovery operations and activities to provide adequate records, controls, and planning.

• Reviewing, analyzing, and assessing management procedures to recommend changes and improve operational efficiency and effectiveness.

• Serving as the subject matter expert of the assigned DHHS program(s) and the associated procedures, policies, regulations, and legal requirements.

• Ensuring accurate reporting, maintaining compliance and minimizing risk.

• Reviewing policies, procedures and laws pertaining to DHHS program areas and proposing changes to senior leadership to better achieve organizational goals.

The Business Services Manager will take on and lead new, enhanced lines of recovery work, to increase the efficiency of collections and develop/implement processes that adhere to state and federal regulations. As a Business Services Manager you will be expected to adapt to fluctuations in daily assignments within a fast-paced environment. The successful candidate should possess excellent communication skills, extraordinary attention to detail and the ability to use outstanding customer service skills to foster and maintain relationships with internal and external customers alike.

Minimum Qualifications:

Advanced education, training, and experience in business, hospital, or public administration demonstrating competency in planning, coordinating, and monitoring business operations, developing and overseeing budgets, and acting in an official supervisory capacity.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

• Experience and knowledge of customer service, collections, and negotiation techniques.

• Experience in accounting and operational management.

• A proven ability to identify, enhance and implement process improvements.

The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure controls for the Department of Health and Human Services (DHHS). The Service Center provides budgetary and fiscal analysis for many complex areas within DHHS, including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (Maine's Medicaid Program). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services.
