Quality Staffing, Inc., also doing business as Goddard Mason Executive Search, a leading full-service employment agency matching qualified talent with some of the area's top companies, is looking for experienced Background Specialists to work through our agency as a contract employee with the Tennessee Department of Human Services (TN DHS) located in Nashville, TN. This is a hybrid position working from8:00 am to 4:30 pm Monday through Friday for a total of 37.5 hours per week. The pay rate for this position is $18.00 per hour.

Background Specialist Job Overview:
The Tennessee Department of Human Services is seeking Background Specialists to perform professional background investigation work of average difficulty. The role will be responsible for examining documentation, identifying discrepancies, preparing reports, reconciling invoices, and clearing applicants for work in adult and child care facilities. This position will be on-site during the training period and then go to a hybrid schedule which is expected to be one day per week in office.

Background Specialist Job Responsibilities will include:
  • Notifying applicant's providers of rejection of returned fingerprints and provide instructions to applicants on being reprinted; will reconcile files and manually process reprints if needed to ensure investigation is initiated.
  • Monitoring and responding to inquiries regarding applicant's background checks from providers, applicants, and program staff; reviewing data in the partner applicant processing system and communicating status of investigation.
  • Reviewing cases for which applicants have an excusable offense, including criminal offenses which have been dismissed, expunged, retired, or otherwise invalidated, and performing manual case closures as needed.
  • Reconciling invoices to ensure accuracy and resolving discrepancies and submitting for processing and payment to vendor.
  • Processing driver's checks, applicant transfer requests, authorization forms for transmittal of information, and Federal Tax Information (FTI) name check requests; assisting with any user acceptance testing for upgrades or changes to the applicant tracking system.
  • Building and maintaining strategic relationships with internal and external stakeholders and fostering collaboration between agencies.
  • Analyzing, interpreting, and applying existing policies and procedures; identifying, suggesting, and implementing recommendations to adapt to challenges and improving areas of opportunity.
  • Performing required registry checks, monitoring for receipt of results, and ensuring results are in the applicant tracking system; creating and issuing letters to providers for cleared applicants and referring applicants with findings to the appropriate division.


Education and Experience Requirements for Background Specialist position:
  • Graduation from an accredited college or university with a bachelor's degree in any field.
  • Substitution of Experience for Education: Qualifying full-time increasingly responsible sub-professional experience in background investigations, any legal field, law enforcement, or related work may be substituted for the required education on a year-for-year basis.
 
Necessary Special Qualifications Applicants Must Have for Background Specialist position:
  • Have a good moral character, as determined by a background check.
  • Complete a criminal history disclosure form in a manner approved by the appointing authority.
  • Agree to release all records involving criminal history to the appointing authority.
  • Supply a fingerprint sample in a manner prescribed by our background check provider for a fingerprint-based criminal history records check.
