SUMMARY:
- Under the general direction of the Director, the position will serve as the day-to-day manager of office staff and contractors. Responsibilities also include oversight of compliance activities of Federal and State funding program requirements and statewide research activities.
ROLES & RESPONSIBILITIES:
- Collaborate with the Director to develop and execute the departments annual plan, including short and long-term goals and objectives, annual budget, and schedule.
- Manage the annual Program of Project process for Sections 5310, 5311, 5307, CMAQ, and any Federal Discretionary grant administered by Local Programs and Community Mobility.
- Oversee all department and local subrecipients procurements. This includes coordinating with other departments within NJT to ensure compliance with FTA third-party Circulars and NJ TRANSIT procurement rules.
- Ensure compliance and staff's proficiency with all Federal governing laws, regulations, circulars, and directives, and the NJ Senior Citizens and Disabled Residents Transportation Assistance Program.
- Oversee and establish corrective action steps for sub-recipient non-compliance with governing rules, regulations, laws, and circulars. Work with the department director and provide guidance to department managers to establish department policies and procedures.
- Delegate projects to department personnel and ensure accurate and timely completion.
- Investigate referrals or inquiries from the Government Affairs department, Access Link, Commissioner's Office, Governor's Office, and/or other legislative branches of government and under guidance from the Director, provide a response.
- Participate in the development and implementation of annual board items, policies, procedures, and guidelines related to federal and state programs, compliance, and community transportation operations and services. Explore and implement emerging technologies to enhance the efficiency and accessibility of community mobility services.
- Perform related work as assigned.
- This position supervises: Manager, Community Mobility; Manager of Minibus support Quality Assurance
EDUCATION, EXPERIENCE & QUALIFICATIONS:
- Bachelor's Degree or equivalent, in transportation management, public administration, or a related field
- Eight (8) or more years of applied experience in grant administration, contract management, and compliance.
- Experience working with federal and state regulations related to funding and regulatory requirements is required.
- Supervisory Experience is required.
- Proficiency in using transportation management software and technology is preferred.
- Strong leadership and management skills are preferred.
- Valid NJ Driver's License required
KNOWLEDGE & SKILLS:
- Excellent verbal and written communications skills, as well as experience with computer programs, including but not limited to Microsoft Word, Excel, and Access (or other equivalent database software) required.
- Background knowledge of demand response, community, and human services transportation is critical.
- Knowledge of FTA funding programs specific to seniors, persons with disabilities, rural and low-income residents.
