Overview

The Associate Vice President, Planning & Institutional Effectiveness provides strategic leadership for integrated planning, institutional effectiveness, assessment, and institutional research to support the College's strategic and master plans. The position serves as a key advisor to the President, Cabinet, and Board of Trustees on institutional performance, progress toward strategic priorities, and emerging trends. The position serves as the Accreditation Liaison Officer for the Middle States Commission on Higher Education (MSCHE), Formal Liaison Officer for Internal Audit, and has primary responsibility for institutional self-study. The Associate Vice President leads institutional effectiveness and accreditation efforts, oversees state, federal, and accreditor-related reporting, and ensures the effective use of data to inform institutional decision-making.

Responsibilities

Leadership & Strategic Planning

  • Principal responsibility for monitoring and analysis of strategic planning and annual priorities through close contact with President''s Cabinet and Board of Trustees.
  • Provide College leadership in the development, review, and revision of the College Strategic Plan, Information Technology Strategic Plan, Facilities Master Plan Marketing Strategic Plan, and Key Performance Indicators.
  • Advises the College President on trends, factors and policy developments that may affect the achievement, or influence the establishment of institutional goals.
  • Represents the College on local, statewide, and national planning forums, as appropriate.
  • Engage with external agencies, organizations, and partners as appropriate to support institutional planning and reporting needs.
  • Promote the use of data and analysis to inform institutional planning and decision-making.
  • Ensure alignment of institutional priorities and planning processes across units and departments.

Institutional Outcome Assessment

  • Provide leadership and coordination for all institutional outcome assessment efforts including, but not limited to, Key Performance indicators, analysis and reporting of funding formula indicators, and student and employee satisfaction surveys.
  • Provide primary leadership in the development and implementation of the evaluation of all programs (both academic and non-academic) and services of the College.
  • Serves as Accreditation Liaison Officer to the MSCHE. Coordinates activities related to institutional self-studies and other reports for the Middle States Commission on Higher Education (MSCHE).
  • Serves in a leadership role on all external accreditation processes, including the direction of the data collection processes and the coordination of the internal review processes.
  • Serve as Formal Liaison Officer for Internal Audit. Work with the Board's Audit Committee and the Internal Auditor to ensure that audits are performed according to the established timelines, "closing of the loop" on recommendations occurs, and the Internal Control & Standard Operating Procedures Manual is updated and endorsed annually.

Community Needs Assessment Program

  • Lead the design and implementation of community needs assessments on a regular basis.
  • Oversee the development of an annual environmental scan.
  • Use findings from community needs assessments and environmental scans to inform institutional planning and program development.

Other Responsibilities

  • Plans, designs, reviews, and evaluates the work of professional and support staff.
  • Directs minor capital budget development, allocations, and expenditures for the Planning and Institutional Effectiveness (area).
  • Develops appropriate unit budget requests and monitors expenditures.

Qualifications

Minimum Education & Experience Requirements

  • Master''s Degree in Higher Education Administration/Leadership, Statistics/Data Science, or a related field.
  • Seven years of experience in the fields of strategic planning, outcome assessment, statistical analysis, and/or institutional research, including at least two years of supervisory experience.
  • Experience in a community college or higher education sector preferred.
  • Experience in institutional effectiveness, accreditation, or planning processes preferred.

Knowledge/Skills/Abilities Requirements

  • Strong knowledge of institutional research, assessment, strategic planning and performance measurement.
  • Solid knowledge of information research, strategic goal setting, monitoring and reporting in addition to assessment strategies. Well-versed in regional accreditation standards and reporting requirements.
  • Demonstrated ability to interpret and communicate data to support institutional decision-making.
  • Demonstrated commitment to integrative management and systems thinking.
  • Proven outstanding communication, interpersonal, and organizational skills.
  • Computer literacy skills at an intermediate level with the demonstrated ability to utilize and apply Microsoft Office Outlook, Word, Excel and PowerPoint as well as specialized software programs and computer applications.
  • Must be able to travel to other sites and to state and national meetings as needed.

Preferred Qualifications & Special Considerations:

  • Knowledge of Monmouth County and its communities.
  • Occasional evening and weekend work and travel required.
