Position Summary

 

The Associate Vice President (AVP) of Finance and Campus Operations provides strategic and operational leadership for Bellevue College's financial planning, budgeting, business services, capital construction, facilities operations, and risk management portfolios.

As a key member of the Administrative Services leadership team, the AVP ensures the College's financial health, capital development, and physical infrastructure are strategically aligned to support student success, institutional sustainability, and operational excellence. This position directly oversees the Finance Office, Capital Planning, Campus Operations, Grounds, Material Resources, and Auxiliary Services functions.

 

Pay, Benefits & Work Schedule

 

Position Salary Range: $132,639/year - $198,959/year

 

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $149,219 based on Bellevue College Exempt salary schedule.

About the Department

 

Administrative Services includes the departments of Finance, Payroll, Budget, Purchasing, Contracts, Records, Campus Operations, Grounds, Material Resources, Sustainability, Public Safety, Food Services & Events, and the Early Learning Center.

 

Essential Functions

 

Financial Strategy and Business Services

 

• Provide strategic financial leadership and long-range fiscal planning for the College, by coordinating forecasted finances with long-term institutional and programmatic planning

• Oversee long-term investment strategies, as well as advising on the use of reserves and reserve policies

• Oversee development, implementation, and monitor the operating budget and financial forecasts aligned to enrollment and strategic priorities

• Direct accounting operations, financial reporting, grants fiscal oversight, and Student Financial Services in compliance with state and federal regulations and Generally Accepting Accounting Principles (GAAP)

• Coordinate external reporting to SBCTC, OFM, federal and local agencies

• Lead preparation for all major audits (annual Financial Statement Audit, CAFR, and federal compliance audits). Responsible for overseeing corrective actions related to audit findings

• Develop and implement financial tools, dashboards, and analytics that support transparent and data-informed decision-making

• Supervise and mentor the Budget and Finance staff, building strong internal controls, professional growth, and a culture of service, inclusive overseeing the hiring, training, performance management, and disciplinary actions within the department

• Oversee the activities of the payroll department, working with the Payroll Director to ensure that compensation regulations are in compliance and that taxes and other remittances are remitted as required

 

Capital Projects and Campus Operations

 

• Supervise and direct leadership in Campus Operations & Capital Planning teams responsible for campus construction, maintenance, and renewal of physical infrastructure. This includes oversight over Maintenance, Custodial, Warehouse and Grounds. Supervisory duties include recruitment, disciplinary actions, performance evaluation, and workload planning and assignment

• Lead the College's biennial capital budget development and manage all major capital projects from planning through closeout

• Direct the long-range campus facilities plan, space utilization planning, and capital project prioritization

• Ensure compliance with building codes, life safety, and environmental regulations

 

Auxiliary and Enterprise Services

 

• Support the business activities of auxiliary revenue-generating services including food services, event rentals, and Early Learning Centers

• Assist with vendor contracts, commercial equipment procurement, and Memorandums of Understanding (MOU) related to auxiliary enterprises

• Evaluate business models to ensure financial viability and alignment with college goals

 

Leadership and Collaboration

 

• Serve as a senior leader within Administrative Services

• Provide strategic guidance to the Vice President of Administrative Services, Cabinet, and Board of Trustees on budgetary, capital, and operational matters.

• Build and sustain collaborative relationships with campus stakeholders, state agencies, local jurisdictions, and community partners

• Lead change management efforts that strengthen financial stability and campus infrastructure

• Assist in the development, review, and updating of Administrative Services and Risk Management policies and procedures.

 

Risk Management and Compliance

 

• Coordinate and administer the College's internal control and enterprise risk management programs, as the Risk Manager

• Oversee or assist with insurance, property acquisition, lease administration, and contract risk mitigation

• Ensure all functions comply with federal/state regulations, college policies, and collective bargaining agreements

• Promote a culture of safety, accountability, and compliance across all assigned units

 

• Other duties as assigned

 

Minimum Qualifications

 

• Bachelor's degree in Business Administration, Finance, Management, Engineering, Architecture, or related field (or equivalent experience) OR any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.

• At least seven (7) years of progressive leadership experience, including:

- Five (5) years in finance, budgeting, or business services

- Three (3) years in capital projects, facilities, or operational management

• Demonstrated experience leading cross-functional teams in a complex organization

• Demonstrated advance knowledge of state financial regulations, capital project processes, and public-sector budgeting

• Communication skills sufficient to convey complex fiscal and business concepts to a wide array of audiences, with differing levels of understanding

• Demonstrated proficiency with ctcLink, complex Excel spreadsheets and other MS Office products

• Demonstrated knowledge of risk management practices, including Enterprise and Operational Risk Management strategies

• Demonstrated knowledge of and experience with auditing standards and practices, both internal auditing and external auditing

• Demonstrated experience with Capital Facility Planning and space utilization practices

• Demonstrated experience with strategic planning and leadership

 

Preferred Qualifications

 

• Master's degree in Business Administration, Finance, Engineering, or related field

• Experience in higher education or public-sector institutions
