prepares requests for proposals and project plans/specifications; reviews consultant/contractor proposals; and recommends selection of consultants/contractors.Inspects construction and field reviews in progress to determine compliance with designs; and initiates change orders.Reviews permit requests, plans, specifications and contract documents from private developers; determines compliance with codes, ordinances and laws.Maintains records of activities and prepares financial and operational reports.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.Performs other duties of a similar nature or level.Knowledge (position requirements at entry)Civil engineering principles, practices, and standards.Construction materials, principles, and practices.Mathematical principles.AutoCAD, computers and related software applications.Applicable Federal, State, and local laws, rules, and regulations.Abilities (position requirements at entry)Perform mathematical calculations.Operate modern office equipment, software, and operating systems/applications.Routinely demonstrate the City of Casper core values.Learn, interpret, and explain City policies and procedures.Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.Prepare and present clear and concise reports.Communicate effectively verbally and in writing.Follow written and verbal instructions and direction.Follow applicable Federal, State, and local laws, rules, and regulations.Maintain a neat and professional appearance.Establish and maintain effective working relationships with those contacted in the course of work.Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.Skills (position requirements at entry)Customer service.Technical writing.Time management.Public speaking.Organizing, evaluating, and comprehending technical data.Preparing, reviewing, and approving construction related designs, drawings, and specifications.Operating in a courteous, knowledgeable, and tactful manner with customers, staff and the general public.Operating modern office equipment, software, and operating systems/applications.Oral and written communication, sufficient to exchange or convey effective information and to receive work direction.Interpreting and applying applicable laws, rules, and regulations.Associate Engineer I QualificationsEDUCATION AND EXPERIENCENo previous experience required.Bachelor's Degree in civil engineering or a closely related field.LICENSING AND CERTIFICATION REQUIREMENTSA valid Wyoming Driver's License is preferred.Registration as an Engineer‑In‑Training with the State of Wyoming preferred.Associate Engineer II QualificationsEDUCATION AND EXPERIENCEMinimum of three (3) years of increasingly responsible experience in professional engineering.Bachelor's Degree in civil engineering or a closely related field.LICENSING AND CERTIFICATION REQUIREMENTSA valid Wyoming Driver's License is preferred.Valid Certificate of Registration as a Professional Engineer in the State of Wyoming.The above job description is intended to represent only the key areas of responsibilities;
