Duties Description About the Role
Reporting to the Deputy Commissioner of Administration, the Associate Commissioner for Human Resources serves on the Executive Leadership Team, and is the Chief People Officer for the agency, shaping its human resources operations, providing strategic employee services and support for all divisions and programs across the State for nearly 3,000 public servants within OGS and 8 other hosted agencies.
This role will support the One OGS approach across all divisions and teams. The ideal candidate has demonstrated success in leading HR operations or large organizations, is a servant leader, champions a people-centric culture and can take both strategic and operational steps to instill that approach across a multi-faceted statewide entity. They will direct all Human Resources (HR) processes, including experience/talent management and recruitment, onboarding, goal setting, training and growth, succession planning and off boarding, with a key focus on culture.
The Associate Commissioner will ensure full transparency in our HR operations and with an employee-focused mentality, build strong partnerships with internal stakeholders across divisions and develop a responsive internal service portfolio of HR operations. Our ideal candidate will bring a growth mindset and firm belief in continuous improvement, combined with demonstrated leadership in human resource management, subject matter knowledge, and a people-first focus to drive progress toward our ideal workplace culture. They will lead with efficacy, empathy, and a focus on implementing and enforcing policies that lift, assist, educate, diversify and empower our workforce. Their focus will be on utilizing data to inform decision-making and making structural improvements to enable our human resources professionals to provide the best customer service possible to our employees.
Key Responsibilities
The Associate Commissioner for Human Resources will oversee a staff of approximately 60 HR professionals responsible for all facets of supporting the HR needs of OGS and hosted agencies*. The Associate Commissioner will provide strategic leadership on administrative processing workflows, and labor management resolutions for OGS and hosted agencies. They will develop, implement, and communicate human resources policy guidance and procedures consistent with civil service laws, rules, and regulations, and collective bargaining agreements to OGS and hosted agency leadership. They will lead the bureau through a data-driven approach, by developing and monitoring key performance indicators (KPIs) and trends relating to the agency's workforce. They will oversee and manage the development and evaluation of new methods, processes, and policies to better utilize resources and improve HR management activities throughout the agency and hosted agencies.
The Associate Commissioner will collaborate and partner with external stakeholders at Civil Service and across other agencies to ensure that OGS is operating in alignment with universal rules and regulations, is current on tools and practices in use by other agencies and that OGS remains competitively positioned among peers in recruitment and workforce development. The Associate Commissioner will lead efforts toward succession planning and support business units in developing strong and diverse management teams that can sustain OGS for years to come. Importantly, they will provide leadership and guidance to a team of HR directors and associated staff in critical areas and will serve on Personnel Council as OGS liaison.

Minimum Qualifications Fourteen (14) years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Experience with NYS-specific Civil Service rules is preferred.
