ANTICIPATED START DATE: During the 20262027 school year, pending completion of the applicant review process and a mutually agreed-upon start date. Pre-employment training and transition activities may be required prior to the official start date.

SUPERVISES AND EVALUATES:

Building administrators, educational services, directors, coordinators, and staff assigned to departments and programs focused on student learning, as determined by the Superintendent. These areas may include, but are not limited to, curriculum, instruction, assessment, professional learning, educational technology, student services, multilingual learner support, gifted and talented programming, MTSS, PLCs, college and career readiness, instructional innovation, and related student-learning initiatives.

POSITION DESCRIPTION:

The Assistant Superintendent of Education assists the Superintendent in providing districtwide leadership for all departments, programs, and systems that directly impact student learning. This position is responsible for leading a coherent K12 learning system aligned to district priorities, state standards, the strategic plan, and the district's vision for student success.

The Assistant Superintendent of Education provides leadership in curriculum, instruction, assessment, professional learning, school improvement, program evaluation, instructional technology, and innovative learning practices. This position works closely with principals, directors, coordinators, teachers, families, community partners, and the Superintendent to strengthen student engagement, improve academic outcomes, and ensure that all students have access to meaningful, rigorous, and future-ready learning experiences.

A central responsibility of this position is to lead and support innovation across the district. Innovation in this role means identifying important student-learning challenges, designing thoughtful solutions, testing and evaluating new approaches, scaling effective practices, and building systems that support continuous improvement across schools and departments. In addition, the position leads and monitors student learning as related to innovation.

ESSENTIAL JOB FUNCTIONS:

  • Provides leadership and support to the Superintendent in the development, promotion, and implementation of district priorities, strategic objectives, and continuous improvement efforts.
  • Perform evaluations for executive director, director, and school site principals.
  • Serves as a districtwide leader for student learning, instructional improvement, and innovation across all schools and learning-focused departments.
  • Oversees and coordinates departments, programs, and initiatives that directly support student learning, ensuring alignment, coherence, and accountability across the district.
  • Provides leadership, supervision, coaching, and evaluation for building administrators and assigned district-level directors, coordinators, and staff.
  • Leads the development and implementation of a coherent K12 instructional framework aligned to state standards, district priorities, curriculum expectations, assessment practices, and student-learning goals.
  • Ensures that written, taught, and assessed curricula are aligned and that curriculum review cycles are implemented with fidelity.
  • Provides leadership for the design, implementation, and evaluation of districtwide assessment systems, including the use of data to inform instruction, interventions, program decisions, and school improvement planning.
  • Leads districtwide professional learning for administrators, teachers, and instructional staff in alignment with district priorities, school improvement goals, instructional practices, and student-learning needs.
  • Supports principals and instructional leaders in strengthening classroom instruction, student engagement, effective assessment practices, and high-quality learning environments.
  • Leads and supports districtwide systems for MTSS, PLCs, instructional coaching, intervention, enrichment, and school improvement.
  • Develops and leads a district innovation agenda focused on improving student learning, increasing student engagement, strengthening instructional practice, and preparing students for future success.
  • Identifies high-priority learning challenges and supports the design, testing, evaluation, and scaling of innovative practices, programs, and learning models.
  • Encourages thoughtful instructional innovation, including real-world learning, student voice and choice, performance assessment, interdisciplinary learning, career-connected learning, and effective use of technology.
  • Provides leadership for the appropriate and effective integration of educational technology, digital tools, and artificial intelligence in ways that support student learning, instructional quality, safety, and responsible use.
  • Oversees program evaluation processes to determine the effectiveness, impact, and sustainability of instructional programs, student services, professional learning, and innovation initiatives.
  • Uses quantitative and qualitative data, research, student voice, family input, and staff feedback to guide decisions, monitor progress, and recommend improvements.
  • Works collaboratively with other district departments, including finance, human resources, communications, operations, technology, facilities, and activities, to ensure that district systems support student learning.
  • Provides leadership and assistance in the development and implementation of budgets related to curriculum, instruction, assessment, professional learning, materials, technology, innovation, and student-learning programs.
  • Provides leadership in recommending instructional resources, program materials, vendor partnerships, and contracts related to student learning and innovation.
  • Assists, coordinates, and facilitates communication and collaboration with internal and external groups, including school teams, parents, community organizations, higher education partners, workforce partners, and civic leaders.
  • Promotes TCSD by engaging with the community, building partnerships, and communicating the district's student-learning vision and innovation efforts.
  • Makes recommendations to the Superintendent regarding program development, policy changes, staffing structures, resource allocation, and instructional improvement.
  • Prepares reports, records, presentations, and other documentation required by the Superintendent, Board of Trustees, state agencies, and district procedures.
  • Attends regular and special meetings of the Board of Trustees and executive or study sessions when requested by the Superintendent.
  • Presents reports and recommendations to the Board of Trustees as requested by the Superintendent.
  • Keeps the Superintendent informed regarding student-learning initiatives, school improvement efforts, state mandates, regulations, reporting requirements, emerging educational trends, and areas requiring attention.
  • Represents the Superintendent on committees, commissions, councils, and community groups as assigned.
  • Assumes responsibility for day-to-day internal educational operations of the district as assigned and acts in place of the Superintendent in the Superintendent's absence when directed.
  • Models strong instructional leadership, ethical decision-making, collaboration, innovation, and a commitment to the success of all students.
  • Performs other duties as assigned by the Superintendent.

LEADERSHIP RESPONSIBILITIES:

The Assistant Superintendent of Education will:

  • Help establish a clear district definition of innovation connected to student learning, continuous improvement, and measurable impact.
  • Lead innovation as a disciplined process, including identifying needs, researching promising practices, designing solutions, piloting new approaches, evaluating results, and scaling what works.
  • Support schools and departments in developing innovative learning models that are aligned to district goals and responsive to student needs.
  • Build systems that allow staff to try new approaches responsibly, learn from evidence, and refine practice over time.
  • Develop partnerships with community organizations, higher education, business and industry, and other agencies to expand learning opportunities for students.
  • Monitor local, state, national, and global trends in education, workforce readiness, technology, and student learning, and make recommendations that support the future direction of the district.
  • Ensure that innovation efforts remain student-centered, sustainable, aligned to district priorities, and connected to improved outcomes.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of curriculum development, instructional design, assessment systems, professional learning, program evaluation, and school improvement.
  • Knowledge of national, state, and local educational goals, standards, accountability systems, and regulatory requirements.
  • Knowledge of current research and promising practices in teaching and learning, educational technology, artificial intelligence, student engagement, MTSS, PLCs, and instructional leadership.
  • Knowledge of systems thinking, change management, continuous improvement, and innovation processes.
  • Ability to lead and support administrators, directors, coordinators, teachers, and staff across multiple departments and schools.

EDUCATION, LICENSE, CERTIFICATION, OR FORMAL TRAINING:

  • Successful experience as a school site administrator preferred.
  • Advanced graduate level degree from an accredited institution.
  • Certification in Educational Leadership, School Principal, Superintendent, or other appropriate professional certification required.
  • Wyoming license through PTSB or ability to obtain a PTSB Wyoming license required with a K-12 Superintendent Endorsement. (https://wyomingptsb.com/)
  • Experience supervising and evaluating administrators preferred.
  • Experience in public school district administration is preferred.
  • Experience leading curriculum, instruction, assessment, professional learning, and school improvement required.
  • Experience leading innovation, strategic planning, instructional technology, program evaluation, or systems-level change preferred.
  • Demonstrated success improving student learning outcomes and supporting instructional leadership across schools preferred.
