Description
General Definition of Work
Performs complex skilled technical work including planning, designing, permitting, directing, scheduling, administering, and supervising the operation of a solid waste landfill and other solid waste facilities and programs. This position reports to the Solid Waste Operations Manager.

Knowledge, Skills and Abilities
Knowledge and experience in construction management, contract administration, stormwater and erosion and sediment control design principles and landfill design and permitting; thorough knowledge of computers and software; knowledge of modern land survey systems, methods, and techniques; knowledge of the environmental regulations, monitoring, and reporting requirements; ability to plan and oversee special projects; thorough knowledge of budgets and report preparation; comprehensive knowledge of permits associated with solid waste facilities, NPDES discharges and Title V air regulations. Ability to review bid specifications and documents to ensure compliance with laws and regulations; ability to assign and review work and activities of those assigned; ability to effectively work with employees, contractors, City, State, and Federal officials, and the general public; ability to prepare technical reports and communicate both orally and in writing.
Education and Experience
Bachelor's degree with coursework in Environmental Sciences, Civil Engineering, or related field and experience in design, construction and maintenance of solid waste facilities or related large earthmoving type projects, dealing with the public, or equivalent combination of education and experience. Some prior supervisory experience preferred.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires repetitive motions and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration, and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is occasionally in a loud noise location (e.g. earth moving equipment, heavy traffic).
