ResponsibilitiesAt Richland Maintenance, under the general supervision of the Resident Maintenance Engineer (RME), you will supervise the maintenance of roads, bridges and right‑of‑way in Richland County and the upper portion of Lexington County with respect to the District and County Business Plan, HMMS work requests and other special projects. You will promote a positive image of the Department by establishing and maintaining working relationships with internal and external customers. You will perform various administrative duties, including composing letters and reports, completing and reviewing EPMS forms, recommending new hires, reviewing and signing time sheets, and more. You will assist the Resident Maintenance Engineer in investigating complaints and letters concerning drainage and pavement repairs, meet with public and local officials concerning highway‑related matters, make recommendations regarding disciplinary actions, and compile information for document preparation. You will conduct interviews for new hires and promotions and prepare recommendations for RME, manage personnel for on‑the‑job training (OJT) and maintain records, observe performance of work in accordance with schedules and prepare reports necessary to provide experience factors for evaluations. You will prepare EPMS submissions and conduct reviews as appropriate, manage personnel to ensure compliance with the Department's affirmative action policy, equal employment opportunity (EEO) and grievance procedure policies, and perform such duties as preparing the annual snow and ice plan, capital improvement and various monthly reports. You will also provide assistance to the Resident Maintenance Engineer during inclement weather conditions.QualificationsA bachelor's degree in Engineering, Engineering Technology, or Construction Science & Management and three (3) years of engineering or construction management work experience, or an approved equivalent. A valid motor‑vehicle operator's license is required.Physical DemandsThe essential functions of this position involve sitting or standing for extended periods. The position may require travel, bending, stooping, reaching, twisting, climbing, balancing and kneeling, driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and exposure to natural environmental hazards. You may need to work overtime, nighttime, and/or weekends during hazardous weather or emergencies, and the position may require work outside the normal schedule, especially during inclement weather and/or other departmental‑related emergencies.
