SECTION I-JOB DESCRIPTION


SUMMARY: (State Purpose and General Responsibilities)


Under the supervision of the Director of Community Service the Associate Planner performs planning and research work as well as provides staff support for general planning and administration, grant development, program management and monitoring, project design, need assessments, qualitative and quantitative research, to include assisting in the planning and coordination of community projects, and other related duties as assigned.

    3. Assists in planning & coordination of community projects.
    4. Provides staff support in program
    5. Performs project research and prepares reports.
    6. Assists in researching grant funding.
    7. Maintains project files as assigned.
    8. Attends meetings and training when assigned
    9. Performs related duties as assigned

SECTION III-JOB REQUIREMENTS


EDUCATION AND EXPERIENCE: (State the minimum requirements for formal education and job-related experience.) Bachelor's degree in urban or regional planning or related field and three (3) years' experience in program development or Master' s degree in urban or regional planning or related field and one year experience in planning community projects; grant development and management. Experience in drainage projects is helpful. Ability to communicate effectively in English and Spanish. Must have a valid Texas Driver's License and maintain an acceptable driving record.


KNOWLEDGE, SKILLS, AND ABILITIES: (As utilized in the performance of the Essential Functions of the job.) Working knowledge of the principles and practice of urban or regional planning, grant and program development and management; ability to conduct qualitative and quantitative research; ability to understand and follow complex verbal and written instructions; ability to work independently; work under pressure and meet deadlines; ability to communicate effectively verbally and in writing in both English and Spanish; detailed-oriented; operate standard office equipment; working knowledge of computer applications; and ability to maintain working relationships with others.


SPECIAL REQUIREMENTS: (Special licenses and other requirements necessary to obtain or retain the position)

A valid Texas Motor Vehicle Operator's License required. May be required to attend meetings or training workshops.

SECTION III-JOB DIMENSIONS

CONTACTS: (Nature of contacts, external relationships, and internal relationships).

Has contact with public officials, county departments, local, regional, state, and federal agencies, community service organizations, service providers, contractors, consultants, and the public.


RESPONSIBILITY: (Supervision is given, accountability, Safety. budgeting, spending authority, and confidentiality.)

Reports to the Planning Coordinator or the designee.


Reports to the Director of Community Services


DIFFICULTY: (Judgment, initiative, and decision-making.)

Independent judgment is required to interpret established project guidelines. Coordinate with staff for teamwork and decisions on project planning and work schedule.


GUIDANCE: (Supervision received and level of independence.)

The employee receives general direction when performing the essential functions. Employee selects appropriate procedures required to complete work assignments.


WORKING CONDITION: (Describe the working environment and other conditions of employment.)

Position involves some combinations of standing, walking, and sitting use of a motor vehicle to visit job sites or attend meetings, and the ability to work in a standard office environment, with some exposure to outdoor temperatures. Physical ability to lift carries, push, or pull articles weighing 10 to 15 pounds.


This is a Civil Service covered position.
