Assistant Manager Transportation Operations - Term Limited

As an Assistant Transportation Manager, you will plan, supervise, and coordinate activities to monitor, evaluate, control, and maintain the delivery and quality of fixed route transit services provided to the riding public in accordance with established Community Transit standards.  You will perform a variety of duties to ensure the on-time delivery of quality service.

• Term-Limited Position: This position is funded as a term-limited assignment with a minimum duration of 12 months. Based on organizational needs and continued funding, the assignment may be extended for up to an additional 12 months. Appointment to this position does not guarantee continued employment beyond the term-limited assignment. If a regularly funded position becomes available during or following the assignment, the incumbent may be appointed to the position, subject to organizational policies, applicable employment requirements, and business needs. There is no guarantee of continued employment or appointment to a regular position.

• Supervise assigned teams.  Prioritize work plans and performance goals.  Collaborate with employees to interpret and monitor performance standards.  Make hiring recommendations and prepare probationary and annual performance reviews.  Administer discipline, conduct termination hearings, and terminate employment when necessary.  May testify at hearings and arbitrations.
• Motivate and coach employees towards active and responsible participation in daily work to align with department and company values.  Counsel employees on work performance.  Manage sensitive and difficult personnel matters confidentially and professionally.
• Investigate and resolve employee incident reports, suggestions, equipment and safety concerns, and personal issues promptly, both verbally and in writing.  May need to assume the duties of Coach Operator in emergent situations.
• Interact and develop rapport with subordinates, peers, managers, co-workers, and the public to assure safe, courteous, and reliable service.
• Investigate and resolve customer comments, complaints, and issues.  Confer with employees and other agency department staff as necessary to ensure adequate response to customer concerns.
• Review and audit existing operations and practices.  Analyze information and summarize findings and conclusions.  Make recommendations for improvements.
• Interpret contracts, policies, and procedures to resolve issues.  Maintain current knowledge and understanding of applicable contracts, policies, and procedures. 
• Resolve grievances and problems at the earliest opportunity, if possible.  Research and provide documentation for response to grievances.  Recommend grievance solutions and write grievance responses. 
• Develops and leads team projects per the scope of work set by the team sponsor; implements program goals and objectives.  Assigns and delegates responsibility for achieving program goals and objectives to direct reports and/or team members.
• Assist with the annual department budget planning process and make budget recommendations.
• Perform other duties of a similar nature or level.

Minimum Qualifications

• 4 years of supervisory or management experience within a union environment OR 3 years of general supervisory and management experience directly supervising union employees.
• 2 years of transportation/transit industry experience.
• Able to demonstrate a safe driving record, documented by a five-year driving records report obtained from any state licensed to operate a vehicle in the last five years.  Criteria include having no moving violations within the previous 2 years and no more than 2 within the previous 5 years.  No more than 2 accidents (at fault or not at fault) within the last 5 years.  No DUIs, Reckless, Negligent Driving, Hit and Run, Leaving the Scene of an Accident, Vehicle Assault, Homicide or Felony convictions, or revocation of license within the last 10 years.  No alcohol or drug-related convictions within the previous 10 years.
• Ability to obtain and maintain a Washington State Commercial driver's license (must acquire within six months of hire).
• No written discipline in the last three years, (applies to both internal and external applicants).
• Ability to work on-call and on weekends as needed.

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Preferred Knowledge and Skills

• Experience working at Community Transit.
• Transit Industry work experience.
• Project management techniques and practices.
• Transit operations.
• Existing policies and Standard Operating Procedures (SOPs).
• Community Transit system, including all routes and bid process.
• Trapeze and APTS systems.
• Presentation software applications (Microsoft PowerPoint or equivalent).
• Understanding, interpreting, and applying contracts, laws, and regulations (such as Department of Transportation (DOT) rules).
• Compiling and analyzing data.  Preparing narrative and statistical reports.

Working Conditions

Work is performed in an office setting and in a shop, operations base, or outdoors.  Must be able to sit for extended periods of time, and to stand and walk between buildings, bus stations or stops, and other locations.  You may also be exposed to automotive fumes, odors, and dust, and may need to complete tasks in noisy environments and varying weather conditions.  You may also be required to lift and carry materials up to 20 pounds occasionally and 10 pounds frequently.
