General Description
JOIN OUR TEAM AS AN ASSISTANT FACILITIES DIRECTOR

The assistant Facilities Direct is a highly responsible executive leadership role supporting the Facilities Management Director in planning, directing, and executing the County's enterprise0wide facilities portfolio. The Facilities Management Department oversees more than 500 County structures totaling over 3 million square feet, supported by an interdisciplinary workforce of more than 100 employees across four divisions: Real Property, Construction & Renovation, Operations & Maintenance, and Planning & Integration.

This position provides strategic leadership, long-range planning, program oversight, policy development, and operational excellence across all Facilities divisions. The Assistant Director serves as a key advisor to County leadership, participates in enterprise strategic planning, and acts on behalf of the Director when required.

The Assistant Facilities Director assists in directing, managing, and integrating all administrative, operational, capital, and real property functions of the Facilities Management Department. This role provides oversight of multimillion dollar operating and capital budgets, guides execution efforts, drives organizational development, and ensures Facilities Management aligns with County-wide goals, regulations, safety requirements, and strategic initiatives.

The position serves as second-in-command of the department. In synergy with the Director, provides leadership and coordination across division managers and professional staff, and ensures consistent delivery of high quality services that support customers, County departments, constitutional offices, and the public.
Essential Job Functions

Strategic & Executive Leadership
  • Assists the Facilities Management Director in the overall leadership, administration, and strategic direction of the department.
  • Supports management of multi-million-dollar operating budgets and capital programs, including funding prioritization, forecasting, and scenario planning.
  • Leads strategic planning initiatives, policy development, implementation of enterprise management systems, and advancement of departmental performance standards, KPIs, and continuous improvement initiatives.
  • Serves as Acting Director in the Director's absence, providing executive level decision making, approvals, and direction across all Facilities divisions.
Operational Oversight & Performance Management
  • Provides leadership across major departmental divisions, including:
    • Operations & Maintenance (Multiple O&M teams serving in 24/7/365 capacities in addition to Contract Compliance and Security Operations)
    • Construction & Renovation (Project Management Office)
    • Real Property (Leasing, Acquisition, Disposition, etc.)
    • Planning & Integration (Asset Management, Master Planning Budgeting, & CMMS Admin.)
  • Evaluates operational systems, service delivery models, benchmarking, IFMA aligned performance measures, and service level strategies across a distributed portfolio of over 500 facilities.
  • Ensures effective maintenance planning, lifecycle analysis, sustainability strategies, and capital reinvestment prioritization.
Capital Program & Project Oversight
  • Provides executive oversight of the department's Capital Improvement Plan (CIP), Renewal & Replacement (R&R) projects, major maintenance programs, facility modernization initiatives, and long range facilities planning.
  • Reviews scopes, designs, estimates, schedules, value engineering recommendations, commissioning results, and compliance deliverables.
  • Ensures strategic alignment between capital programming, asset management, space planning, and County growth.
Financial, Contracting & Administrative Leadership
  • Directs development and administration of operating and capital budgets; oversees forecast processes and budget-to-actual reviews.
  • Oversees contract administration, procurement strategy, RFP development, scope, contract negotiations, vendor performance, and compliance with federal, state, and local regulations.
  • Guides audit or reporting responses, risk mitigation strategies, and administrative controls to ensure financial integrity and accountability.
Real Property & Space Management
  • Oversees real estate transactions including leasing, disposition, acquisition, easements, and right-of-way adjustments in coordination with Real Property staff.
  • Directs space planning efforts for County departments, constitutional offices, and public facing facilities, ensuring efficient utilization and future readiness.
Emergency Management & Countywide Support
  • Provides leadership for departmental COOP planning, disaster preparedness, and emergency response operations.
  • Coordinates logistics support under FEMA ICS during activations, leveraging and improving upon prior departmental experience in ICS operations.
  • Ensures departmental readiness for hurricanes, infrastructure failures, and facility related incidents.
Leadership, Workforce Development & Organizational Culture
  • Leads, mentors, and develops a diverse team of professional, technical, trades, and administrative staff.
  • Oversees recruitment, training, conflict resolution, performance evaluations, and disciplinary actions.
  • Fosters a culture of teamwork, integrity, innovation, and customer service excellence.
Internal & External Collaboration
  • In support of the Director, represents Facilities Management at Board meetings, executive leadership briefings, committees, public events, and interdepartmental working groups.
  • Builds partnerships with County departments, constitutional offices, municipalities, community groups, contractors, and external agencies.
  • Responds to public inquiries and resolves complex customer service issues professionally and expeditiously.
Knowledge, Skills and Abilities
  • Comprehensive knowledge of modern facilities management, capital planning, construction management, and real property practices.
  • Knowledge of budget development, financial forecasting, public sector accounting, procurement law, and contract administration.
  • Knowledge of lifecycle asset management, CMMS systems, building automation,, physical security, sustainability principles, and facilities master planning.
  • Ability to lead large multidisciplinary teams and manage complex operational environments.
  • Ability to evaluate programs, implement administrative systems, and execute strategic organizational initiatives.
  • Strong analytical, statistical, and problem-solving abilities.
  • Exceptional communication and public presentation skills.
  • Ability to maintain effective working relationships with elected officials, County leadership, team members, contractors, and the public.
  • Ability to adapt to high-pressure situations and manage multiple priorities with minimal supervision.
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Master's Degree in Business Administration, Public Administration, Engineering, Construction Management, Facilities Management, or a related field and five (5) years of progressively responsible senior level management experience OR Bachelor's Degree in a related field and seven (7) years of progressively responsible senior level management experience. Three (3) years' supervisory experience required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license. Preferred certifications: Certified Public Manager (CPM), Facilities Management Professional (FMP), Project Management Professional (PMP), or other relevant facility or engineering credentials.
