Job Description Summary

Eastern Oregon University (EOU) invites applications for the position of Assistant Director of Campus Safety and Security. Located in the scenic Blue Mountains of La Grande, Oregon, EOU is committed to student success, access, innovation, and community engagement.

The Assistant Director of Campus Safety and Security plays a key leadership role in supporting those values by helping ensure the safety and security of the campus community. Reporting to the Director of Safety and Security, this position oversees daily security operations, supervises assigned security personnel, supports emergency management initiatives, and helps maintain continuity of departmental operations.

This is an excellent opportunity for a public safety professional who enjoys both leadership and hands-on operational work. The Assistant Director works closely with campus departments, public safety partners, and community stakeholders to coordinate security services, support campus events, enhance emergency preparedness, and respond to evolving campus safety needs. The position also contributes to administrative, compliance-support, and emergency management functions that help promote a safe and resilient university environment.

Responsibilities

  • Manage day-to-day campus security operations, including patrol coverage, shift assignments, officer deployment, incident response, building security concerns, safety checks, event support, and operational communications.
  • Provide security officer shift coverage as needed due to vacancies, absences, emergencies, major events, training needs, or temporary staffing shortages.
  • Directly supervise assigned full-time security officers, including scheduling, work direction, training coordination, coaching, performance feedback, leave/timekeeping review (as delegated), and corrective-action recommendations.
  • Implement and maintain campus safety, security, emergency management, fire-safety, parking, event-safety, and risk-related procedures approved by the Director.
  • Support emergency management functions, including emergency plan maintenance, continuity planning support, drills, exercises, training coordination, emergency operations documentation, and after-action/improvement tracking.
  • Support campus incident management using University procedures and applicable Incident Command System (ICS)/National Incident Management System (NIMS) principles.
  • Perform administrative duties, including preparing reports, maintaining records, tracking training, supporting budget and purchasing processes, coordinating equipment and vehicle needs, reviewing incident documentation, and maintaining operational files.
  • Support Clery Act compliance activities, including record gathering, documentation maintenance, Campus Security Authority coordination, draft preparation, fire-safety information support, and Annual Security and Fire Safety Report preparation assistance.
  • Coordinate with University departments to support campus events, parking operations, access/security concerns, safety escorts, building openings/closings, special details, and service requests.
  • Serve as the operational lead for routine department functions within delegated authority when the Director is unavailable.
  • Participate in campus threat assessment, behavioral assessment, emergency management, safety committee, and other cross-functional teams as assigned.
  • Respond to campus incidents, alarms, safety concerns, access/security issues, weather events, disruptive behavior, and other operational needs during regular shifts or call-back assignments.
  • Perform other duties as assigned in support of campus safety, security, emergency management, compliance support, and department operations.

Minimum Qualifications

Education

  • Bachelor's degree in criminal justice, public administration, emergency management, public safety, homeland security, higher education administration, business administration, or a related field; or an equivalent combination of education and experience.

Certifications/Licenses

  • Valid driver license or ability to obtain one by date of hire.
  • Ability to meet any security certification, training, or licensing requirements required by University policy or applicable law.
  • Ability to complete required University safety, security, and emergency-management training.

Experience

  • Five (5) years of experience in public safety, campus safety/security, security operations, emergency management, law enforcement, fire/life safety, military security, or a related field, including coordinating security operations, incident response, report preparation, safety/security programs, and collaboration with public safety or campus partners.
  • Three (3) years of experience in supervision, scheduling, or operational leadership, including assigning work, directing staff, training employees, coaching performance, and maintaining accountability in a 24/7 or shift-based environment.
  • Two (2) years of experience in administrative, emergency management, compliance, policy, or cross-functional coordination work, including maintaining records, preparing reports, supporting emergency plans or drills, interpreting policies and procedures, coordinating across departments, and handling sensitive or confidential information.
  • Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

Preferred Qualifications

Education

  • Master's degree in emergency management, public administration, public safety, higher education administration, organizational leadership, or a related field.

Certifications/Training

  • NIMS/ICS 100, 200, 700, and 800.
  • Clery Act training.
  • CPR/First Aid/AED provider or instructor certification.
  • De-escalation/crisis intervention training.
  • FEMA Professional Development Series or equivalent.
  • Supervisory or campus security training.
  • Multilingual ability that supports communication with students, families, employees, visitors, and community partners.

Experience

  • Two (2) years of experience in higher education campus safety/security or emergency management, including work with students, residence life, campus events, Clery support responsibilities, emergency communications, and campus security authorities.
  • Two (2) years of experience supervising security officers, coordinating shift coverage, supporting event risk assessment, maintaining incident records, supporting annual security/fire reporting, or assisting with safety/risk programs.
  • One (1) year of experience using ICS/NIMS, working in an emergency operations center or incident command structure, coordinating with law enforcement, fire, EMS, or emergency management partners, and supporting after-action improvement processes.
