    Description

    Under the supervision of the Director of Quality Assurance, the Assistant Director of Quality Assurance - Program Evaluations support the coordination and implementation of organization-wide quality assurance, incident management, and program evaluation activities at The Arc Montgomery County. This position serves as a resource to staff, people supported, families, and other stakeholders to promote compliance, mitigate risk, and uphold the rights of people supported. The Assistant Director of Quality Assurance - Program Evaluation represents the organization, under direction, during external monitoring, investigations, licensing, and accreditation processes.

    JOB-SPECIFIC DUTIES AND RESPONSIBILITIES

    I. Incident Reporting

    • Complete required DDA Policy on Reportable Incident & Investigation (PORII) training.
    • Lead internal incident investigations under the direction of the Director of Quality Assurance.
    • Monitor and review incident reports for accuracy, timeliness, and regulatory compliance.
    • Ensure appropriate policies and procedures are followed related to the submission of reportable incidents and required follow-up timelines.
    • Support incident report training for DSPs, supervisors, and leadership staff as assigned.

    II. Program Evaluation

    • Conduct and participate in program site reviews.
    • Participate in Quality Assurance oversight committees as assigned, including Human Rights, Reportable Incident, Admissions, Discharge and Review, and Safety Review committees, as needed.
    • Review and follow up on stakeholder satisfaction surveys for people supported and family members or advocates.

    III. External Incident Investigations

    • Compile and submit documentation requested by OHCQ.
    • Assist with drafting Plans of Correction (POCs) as needed.
    • Track and follow up with programs on implementation and compliance with approved POCs.

    IV. Licensing/Accreditation

    • Support organizational preparation for licensing and accreditation reviews and ongoing compliance.
    • Participate in entrance and exit meetings during reviews under direction.
    • Assist with drafting Plans of Correction following reviews.
    • Support oversight of nursing-related compliance with applicable OHCQ and MBON regulations.
    • Assist with preparation and submission of the annual DDA Quality Assurance Plan and monitor approval and compliance.
    • Track and follow up with programs on implementation and compliance with approved POCs. VI. Policy and Procedure

    QUALIFICATIONS

    • Master's degree plus three years of relevant professional experience; or Bachelor's degree plus five years of relevant professional experience; or high school diploma plus nine years of relevant professional experience.
    • Three years of experience must be at a supervisory level.
    • Must communicate effectively in written and spoken English.
    • Must be proficient in Microsoft Outlook, Word and Excel.
    • Experience with program evaluation preferred
