Description: Benefits Questions Description This is a supervisory, managerial, and technical position responsible for assisting with the planning, organizing, directing, and implementing the complex operations of Opportunity Home's Development Services construction team. Responsibilities include managing the planning, design, financing, construction, and implementation of all preservation and expansion projects for Opportunity Home's various housing portfolios, utilizing various funding sources such as low-income housing tax credits, Bonds, HOME, CDBG, and other local, state, and federal funding.

Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained.

Manages, coordinates, and assists in the pre-planning process from the site selection, conceptual development stage through the construction process of new developments, redevelopments, comprehensive modernization, rehabilitation, and retrofit projects to ensure that the project is completed on time and within budget.

Remains abreast of affordable housing development funding programs, principles, and publications that may impact the Company's development programs.

Oversees and monitors the progress of development activities by working closely with the Assistant Director of Development, project managers, and construction inspectors.

Provide technical expertise, information, and assistance to the Chief Real Estate and Development Officer regarding assigned functions; assist in formulating and developing policies, procedures, processes, and programs as needed.

Conducts physical site inspections and prepares analyses of physical conditions; researches issues, including site conditions, relocation issues, accessibility, and others.

Coordinates and supervises the management of construction projects, including means and methods, material specifications, drawings, schedules, and estimates.

Coordinates and oversees the development and implementation of development construction budgets; monitors the needs of various projects and adjusts the budgets accordingly to ensure project work is accomplished efficiently; Coordinates closely with the development team and other departments to ensure continuous alignment of project tasks.

Prepares funding applications; prepares RFPs, RFQs, and IFBs, researches and develops the scope of services needed.

Manage and assist in selecting professionals; prepare and execute service contracts.

Reviews, evaluates, and interprets development proformas, budgets, and draw documents

Develops cost estimates and project budgets and schedules for construction activities; completes budget revisions as required to assure proper funding, analyzes, approves, and controls pay requests from contractors and consultants.

Assists in preparing the agency-wide repositioning plan, including recommendations for approval/disapproval, and attends meetings of the capital planning team.

Manage the preparation of specifications and related documentation required for public bidding; supervise and assist in administrating the bidding process and related documentation.

Manage and control changes in project scope and cost, prepare project tracking reports and related information; negotiate design and construction contract changes and disputes.

Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate, and arrange for appropriate training of subordinates.

Work with development to act as liaison with Opportunity Home San Antonio agencies and resident groups; explain and monitor new and current construction projects within assigned areas; interpret and explain detailed technical information to others.

Communicate with other administrators, departments, and staff to coordinate activities and programs, resolve issues and conflicts, and exchange information; apprise departments of planning and work activities, meet with outside representatives to coordinate program funding, monitoring, compliance, and implementation.

Coordinate construction work with various regulatory agencies, authorities, and code compliance agencies.

Direct the preparation and maintenance of various narrative and statistical reports, records, and files related to assigned activities and personnel.

Communicate with other administrators, personnel, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information. Facilitate staff participation in developing, implementing, and continuously improving service delivery to ensure the attainment of the agency's core strategies and mission.

Coach and support staff in developing and implementing work plans and/or initiatives, working cooperatively and interdependently with others and all departments.

Develop communication plans and establish tracking processes to ensure the completion of initiatives and work plans, which include linking to employees' performance evaluations.

Ensure that all safety and health rules, standards, and procedures are observed; conduct monthly self-inspections of work areas and practices to eliminate potentially hazardous conditions; arrange for, conduct, and ensure that investigations of all accidents are formally reported on or within the next work day or when the accident occurred; monitor and enforce the Agency's Safety and Health Program.

Responsible for department activities, documentation, and overall contract administration for regulatory compliance as assigned by the department Officer.

Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.

Participate in Trauma Informed Care (TIC) initiatives, including training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

Recognize the significance of a data-driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustees, Data Domain Stewards, Data System Custodians, Data Stewards, and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Employees are expected to use Generative AI solutions ethically and responsibly.

Typical Qualifications

Education: Required Bachelor's Degree from an accredited four-year college or university in Architecture, Engineering, Planning, Construction or related field.

Experience: Required Ten (10) or more years of experience in multi-family housing construction, including experience with project planning and design. Including experience in renovation, development, and portfolio management. At least four (4) years of supervisory and/or management experience. Must have the ability to learn and use cloud applications such as the Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications, including but not limited to: OneDrive, Outlook, Word, Excel, and PowerPoint, or a Mac or PC desktop equivalent is acceptable. Successful completion of a criminal history background check, education, and work history verification, and a drug screening test. Preferred Education and Experience Ability to learn cloud technologies such as LucidChart for diagram, workflow, and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.

License + Certificates

Required Texas Class "C" driver's license at the time of placement and insurable by the organization's fleet and liability insurance carrier. Must have the ability to earn certifications as required by assigned tasks.

Ability to review construction engineering plans and specifications for constructability. Ability to evaluate cost proposals and material costs as related to change orders. Ability to communicate clearly and effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with Opportunity Home San Antonio staff and the general public. Ability to interpret and properly apply all applicable regulations. Experience working with affordable housing and/or public housing with a strong knowledge of federal HUD funding programs, regulations, and compliance.
