Leads, plans, organizes and manages major and minor UTRGV Planning and Construction procurement Projects. to include the development and administration of effective sourcing and related activities for the University. Manages major and minor capital and construction projects to ensure efficiency, effectiveness and compliance of the procurement processes and University policies and procedures.

Description of Duties

  • Plans, prepares and manages the development of the University's Capital and Construction projects procurement functions.

  • Leads end-to-end procurements processes for construction services and Project equipment procurement.

  • Develops, identifies, recommends and implements policies and procedures for procurement purposes.

  • Ensures all planning and construction projects purchases comply with relevant procurement laws and funding source requirements in alignment with UT System Regents, State and Federal rules and regulations.

  • Ensures appropriate electronic records and files are in place to document procurement activities and purchases.

  • Serves as an advisor/lead purchasing staff for Real Estate, Construction & Planning and Facilities Operations in capital project procurement of services and materials, including investigating markets, researching scope and specifications, for successful solicitations.

  • Serves as University's primary procurement point of contact for major and minor projects, including but not limited to capital construction projects, preparing procurements for selection of architects, engineers, contractors and consultants; prepares and gives progress reports and presentations.

  • Monitors, reviews and analyzes bids and quotes with suppliers, and works closely with contracts in the negotiation of major and minor projects, service agreements and construction contracts.

  • Manages major and minor construction procurement functions from early planning through project delivery from Architect and Engineer (AE) and various construction contract delivery methods.

  • Plans, coordinates and conducts purchasing rules and regulations training related to minor and major projects.

  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.

  • Researches new developments/standards related to minor and major projects to include Public Private Partnerships (P3) delivery and makes recommendations designed to provide best value to the University.

  • Establishes and develops effective relationships with internal and external customers.

  • May assist with special projects to include contractor outreach, subcontractor outreach associated with or related to procurement function and provides data analytics related to vendor participation.

  • Delegates and/or responds to public information requests.

  • Researches, identifies and implements process improvements for the assigned area.

  • Attends meetings related to minor and major construction projects and provides updates on procurement related items as needed. Manages the State of Texas Comptroller certification requirements to lead, facilitate, and guide with Planning and Construction purchasing functions.

  • Provides guidance and support to the Senior Planning and Construction Director of Procurements and Financial Services with up-to-date agreement and contract requirements via the Office of General Counsel revisions.

  • Performs other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.

Required Education

Bachelor's degree in Business Administration, Construction Science or a related field from an accredited university.

Preferred Education

None.

Licenses/Certifications

Professional purchasing certification such as, Certified Texas Procurement Manager (CTPM), Certified Chief Procurement Officer (CCPO), or Certified Purchasing Manager (CPM); or ability to obtain within (6) six months of employment.

Required Experience

Four (4) years of procurement management experience.

Preferred Experience

Experience obtained in construction procurement management experience within a Higher Education setting or construction industry.

Working Conditions

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.

Exceptional interpersonal, planning, organizational, and communication skills with demonstrated ability to manage and multi-task complex issues and projects. Well-developed skill in written, verbal, interpersonal communication, presentations, and negotiation skills. Ability to analyze, draft and negotiate complex agreements and contracts. Ability to outline clear goals, conceptualize framework for programs/initiatives, and the ability to analyze situations and develop effective solutions.
