Assistant Director, Facilities and Engineering Services, Medical Center Downtown

Position Summary

This position will manage and provide oversight to the operations of engineering services, facilities and groundskeeping, at UI Health Care Medical Center Downtown Campus. This includes maintaining operating and capital budgets, developing, revising, and monitoring compliance with building maintenance and repair program involving HVAC, electrical, utilities and grounds, labor productivity, preventative and corrective maintenance and repair, minor project work, energy sustainability, and overall regular compliance.

This position provides analysis and recommendations regarding the functional assessment of facility systems and ensures alignment with strategic planning. This position works collaboratively with UI capital management and design/construction teams as well as MCU Engineering Services. This position will provide oversight of the facilities and groundskeeping crews to ensure adequate labor and equipment necessary to maintain the plant, buildings, and grounds.

Position Responsibilities

Financial Management

• Contribute to or develop the unit budget.
• Determine, control, and monitor operating and project costs through knowledge of the operating budget and funding structure.
• Review and ensure that approved financial procedures are followed.
• Contribute, advise and monitor operating and capital project budgets.

Human Resources Management

• Hold managers accountable for high performance and high engagement by articulating expectations, monitoring performance, and providing feedback/recognition consistently across areas of responsibility.
• Recommend and authorize appropriate HR actions.
• Influence others to accomplish goals by providing purpose, direction, and motivation.

Planning/Programming

• Perform data and life cycle cost analysis.
• Responsible for developing and establishing vision, mission, and operational principles that are in alignment with institutional core values. Integrate the organization's principles and philosophies into the work culture.
• Develop, strategize, and oversee the effectiveness of operations and maintenance programs.
• Coordinate the work of the department with outside entities.
• Regularly assess the effectiveness of the processes and systems.
• Analyze and incorporate statistical data components.
• Direct long-range strategic planning for systems and equipment.
• Assist with communication of unit requirements to UI administration to meet the service needs of the university.
• Participate in the development and communication of the unit and departmental master plan to UI and other key stakeholders.
• Review, advise and approve minor renovation and construction projects.

Operational Management Regulation/Compliance

• Ensure reliable healthcare operations to ensure a safe and secure environment to support high quality patient care.
• Work as part of a multi-disciplinary team to ensure environment of care, life safety, and infection control standards are met.
• Ensure timely response to environmental concerns impacting patient, staff, and visitor security and safety.
• Ensure applicable policies, guidelines, and procedures are current and reviewed regularly.
• Recommend and review major and/or capital expenditures.
• Perform analysis of facility operations and services.
• Ensure adherence to applicable regulatory, code and licensing requirements.
• Serve as a subject matter expert in area of expertise.
• Direct the alignment of resources with operational priorities and strategic goals.
• Maintain positive and collaborative institutional and external relationships to achieve operational and strategic goals.
• Provide leadership and direction for the long-term stewardship and sustainability of university assets.

Education Requirements

• Master's degree or an equivalent combination of education and experience.

Experience Requirements

• Minimum of 5 years' experience in building systems management or an applicable field which may including HVAC, electrical, engineering, and mechanical.
• Minimum of 5 years or more of supervisory experience.
• Excellent verbal and written communication skills.
• Commitment to fostering a welcoming and respectful work environment for people from a variety of backgrounds.
• Possession of a valid driver's license and meet University's Fleet Safety Program.

Desired Qualifications

• Demonstrated knowledge to ensure regularly compliance with The Joint Commission, NFPA, OSHA, and other health care codes.
• Demonstrated experience managing computerized maintenance management software systems.
• Demonstrated knowledge of overall building engineering including HVAC, electrical, preventative and corrective maintenance and repair.
• Demonstrated experience with continuous improvement projects related to hospital physical environment and infrastructure.
