Primary Purpose: Working under the supervision of the Director of Special Services, the Assistant Director for Evaluation, Compliance, and Related Services provides district-level leadership for the development, coordination, and implementation of special education Child Find, evaluation, compliance, related services, and ARD systems. The Assistant Director collaborates with district and campus leadership to supervise evaluation staff, provide technical guidance and training, and monitor compliance to ensure legally sound, effective services for students with disabilities.
Qualifications:
Education/Certification:
- Master's Degree in special education, or related area of expertise, from an accredited college or university recognized by the US Department of Education
- Proper Texas Licensure as an Educational Diagnostician, School Psychologist, or Speech Language Pathologist
- Administrative, Mid Management or Principal Certification preferred
- BCBA, BCABA licensure or proven expertise in ABA principles and practices, preferred
Special Knowledge/Skills:
- Comprehensive knowledge of federal and state special education laws, regulations, and guidance, including IDEA, TEC, TAC, and TEA requirements.
- Knowledge of State Performance Plan (SPP) indicators and TEA Differentiated Monitoring and Support processes.
- Ability to design, implement, and monitor districtwide systems for special education evaluation, compliance, and related services.
- Experience providing district-level technical assistance, training, and guidance related to evaluation, compliance, and ARD/IEP processes.
- Strong analytical, organizational, communication, and interpersonal skills to manage complex compliance systems and timelines.
- Demonstrated ability to collaborate effectively with district leadership, campus administrators, families, and external agencies.
Experience:
- A minimum of 5 years of school based experience as an Educational Diagnostician, School Psychologist, or Speech Language Pathologist
- 3-5 years' successful experience in designing, coordinating, implementing and supervising special education evaluation, compliance, and ARD services at a district, regional, and/or state level required
Major Responsibilities and Duties:
Instructional and Program Management
- Collaborate with the Director of Special Education and department leadership to design and maintain districtwide systems, procedures, and supports for special education evaluation and compliance services.
- Provide district-level leadership and oversight for Child Find, evaluation, compliance, and ARD/IEP systems.
- Oversee Full and Individual Initial Evaluations (FIIEs) and reevaluations to ensure compliance with IDEA, state regulations, and district procedures.
- Ensure evaluations are comprehensive, data-driven, and aligned to current best practices for identification of disabilities.
- Provide guidance and technical assistance to evaluators on assessment selection, data interpretation, eligibility criteria, and evaluation recommendations.
- Manage district evaluation timelines, workflows, and quality assurance processes to ensure compliance with federal and state requirements.
- Lead and coordinate evaluation and related services team meetings and maintain consistent districtwide evaluation procedures.
- Maintain and revise special education evaluation and compliance operating procedures in alignment with TEA guidance and audit findings.
- Oversee ECSE evaluation procedures and assessment teams to ensure compliance with early childhood requirements.
- Manage private school proportionate share evaluation and related compliance requirements.
- Coordinate ordering, inventory, and fiscal forecasting for evaluation materials and assessment tools.
- Serve as district lead for evaluation-related software and systems (e.g., Frontline, DALS+, Q-Global, Q-Interactive), including training and implementation oversight.
- Serve as a district Neutral Facilitator and support Facilitated IEP practices as needed.
- Monitor ARD/IEP compliance and provide corrective guidance in collaboration with department leadership and campus administrators.
- Lead planning and implementation of extended testing opportunities, including Saturday and summer testing as needed.
Policy, Reports, and Law
- Ensure district evaluation and compliance practices align with IDEA, TEC, TAC, and TEA guidance.
- Manage State Performance Plan (SPP) indicators and related evaluation and compliance reporting requirements.
- Support TEA Differentiated Monitoring and Support activities, including data collection, documentation, and corrective action implementation related to evaluation and compliance.
- Disseminate evaluation and compliance guidance from TEA, federal agencies, and Education Service Centers to campuses and department staff.
- Support the management and implementation of special education grants, initiatives, and special projects related to evaluation and compliance.
Personnel Management
- Supervise, evaluate, and support special education evaluation staff, including diagnosticians, speech language pathologists, school psychologists, and related evaluation personnel, in collaboration with the Director of Special Education.
- Supervise and support Administrative Assistants for ARDs (AAFAs) to ensure compliance with ARD procedures and timelines.
- Assist with staffing, hiring, placement, and caseload monitoring of evaluation personnel to ensure equitable coverage across campuses.
- Coordinate evaluation coverage for staff absences, leaves, and increased caseload demands, including management of contract evaluation staff.
- Collaborate with campus administrators to address evaluation-related noncompliance and ensure corrective actions are implemented.
Professional Responsibilities
- Collaborate with Curriculum & Instruction, RtI/504, Dyslexia, and related departments to ensure alignment between evaluation processes and instructional supports.
- Analyze evaluation and compliance data to inform system improvements and monitor student outcomes.
- Consult with campuses, families, and external agencies regarding evaluation processes, disputes, complaints, and procedural safeguards.
- Model professional, ethical, and legally compliant practices in accordance with the TEA Code of Ethics.
- Perform other duties as assigned to support district special education evaluation, compliance, and related services.
