Job Summary:

The position allocated to this class performs professional, administrative and supervisory duties in direct assistance to the Director of the Community Services & Regional Behavioral Health Department. Work is performed with considerable independence under the administrative direction of the Director and includes supervision of specific division managers, staff, and program development and/or management. The incumbent may assume the duties of the Director in the latters absence or as directed.

Job Description:

ESSENTIAL JOB FUNCTIONS

• Assists the Director in managing the development and implementation of goals, objectives, policies, and priorities for each assigned service area including, but not limited to, Finance/Accounting, Office Support, Facilities, Information Services, Contracting/Budgeting, and specific division management, as required by Director, including establishing appropriate service and staffing levels, and allocation of resources accordingly.
• Provides administrative and supervisory oversight for all CSD divisions and teams, including Healthcare Information & Management Systems, Contracts and Compliance, Healthcare & Social Services Financial Management, Administrative Support, Developmental Disabilities, BH-ASO, and Counseling and Recovery Services (CAReS) .
• Primary clinical lead and Administrator of CSDs Spokane Regional Service Areas Behavioral Health - Administrative Services Organization (BH-ASO) Division, which is responsible for the crisis service system for individuals within the six counties of the region, and the integrated behavioral healthcare system for mental health and substance use disorder treatment programs for the Non-Medicaid population.
• Identifies and develops needed programs within the communities, ensures the regional Behavioral Health- Administrative Services Organization (BH-ASO) and the crisis system, including contracted crisis providers, meet the National Committee for Quality Assurance (NCQA) standards.
• Coordinates with the Behavioral Health Medical Director to ensure the Care Management and Utilization Management functions of the BH-ASO meet the contractual obligations as set forth by the Health Care Authority (HCA) contract, Revised Code of Washington (RCW), Washington Administrative Code (WAC), and leadership needs.
• Plans, organizes, directs, and reviews all facets of CSD services and programs, including crisis and behavioral health, which includes both mental health and substance use disorder programs and services in the Spokane Regional Service Area, Developmental Disabilities employment support and community inclusion services, and CAReS direct treatment service.
• Initiates, implements, and directs strategic planning activities to assure support, development and coordination of a continuum of comprehensive programs and services under the CSD.
• Responsible to oversee activation and coordination of behavioral health disaster response in coordination with the Regional Emergency and Disaster (REDi) Health Care Coalition and county emergency management.
• Ensures contract timelines, compliance, and professional expertise standards are met for all CSD divisions and programs; manages program budgets, negotiates and monitors contracts, monitors and measures quality, performance goals, and department objectives.
• Selects, trains, motivates, and evaluates applicable department personnel.
• Directs the management of the office support to ensure the most efficient work methods are applied to meet the needs of the public and the agency.
• Oversees financial risk-management activities and functions; ensures the department meets budgetary goals and requirements.
• Oversees the development of overall financial and management objectives, strategies, and policies of the organization, ensuring they are consistent with organizational objectives and goals, in coordination with department leadership.
• Assists in overseeing the management of the BH-ASO and Developmental Disabilities for multiple counties, currently including Adams, Ferry, Lincoln, Pend Oreille, Spokane, and Stevens counties.
• Ensures the County and Department are meeting contractual compliance and funding requirements.
• Assists with multi-county community involvement and support.
• Stays abreast, researches, and makes recommendations regarding health reform directions and impending changes, including health plans and the Health Care Authority for the State of Washington.
• Works collaboratively with BH-ASO county governments and provider networks; plans for and promotes relationships with criminal justice systems, community and allied health care organizations, health plans, and social service agencies to develop and maintain an effective regional approach for increased access, quality, and coordination of care for all citizens.
• Directs the management of information systems to ensure the appropriate utilization of information required for effective planning and reporting to internal and external entities, including contractual and/or regulatory requirements.
• Ensures all data collected and released is reliable and accurate and that systems are current and responsive.
• Assists the Director and/or acts as directed in assuming the role and responsibilities of Community Services Department Public Information Disclosure Officer, Compliance/Fraud and Abuse Officer, and if needed, HIPAA Officer.
• Responsible for records retention and up to date department policies and procedures.
• Collaborates and coordinates in the areas of Quality Management and Utilization Management internally and externally to ensure planning and compliance for contractual requirements. Participates on a variety of internal and external committees as needed.
• Oversees and/or prepares and analyzes data to assure community priorities and needs are being met within available resources.
• Advises the Director in regard to daily operations, business management, and community services treatment, housing and development system of care issues.
• Performs the duties of the Director in his/her absence.
• Ensures the responsibilities, authorities, and accountability of all applicable direct subordinates are defined, understood, and adhered to.
• Makes public presentations before professional organizations, media, or public groups to provide information on mental health and substance use disorder matters. Provides guidance and staff support to the Spokane Regional Behavioral Health Advisory Board. Chairs, facilitates and/or attends applicable meetings and community activities.
• Maintains excellent working relationships with other external and internal entities and staff, including, but not limited to, provider agencies, governmental authorities, and contractual entities.
• Coordinates and collaborates with other management, internal and external staff, and providers to ensure the contractual terms, negotiation, and regulatory requirements are in place prior to execution of contracts.
• Reviews legislative changes for impact on existing programs; advises CSD Director on policy and legislative matters concerning all CSD divisions and programs.
• Maintains an effective and timely contracting process.
• Oversees the management of facilities and buildings operated by the department.
• Collaborates and works in conjunction with appropriate Spokane County staff in relationship to departmental activities.
• Ensures that all CSD staff meet required professional licensure, possess appropriate experience, and demonstrate working knowledge of applicable statutory requirements, professional practice standards, and codes of conduct across all CSD contracts, programs, and services.
• Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

• Master's degree from an accredited college or university in Public Administration, Psychology, Social Work, Mental Health Counseling, or related field, and
• Five (5) years of leadership experience in community and/or behavioral health systems, managed care, the development of systems of care or a related field, including three (3) years with direct clinical supervisory responsibilities.
• Washington Department of Health Licensed Mental Health Counselor or Licensed Clinical Social Worker and meets all standards for Approved Clinical Supervisor.
• Possession of a valid driver's license or suitable transportation as needed to carry out the essential functions of the job.
• Work may require travel, with overnight stay, on a regular monthly basis throughout Washington State.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of community and social service programs such as mental health, housing and community support services, diversion and deflection services, developmental disabilities, and substance abuse service delivery systems.
• Knowledge of program planning, implementation, and evaluation principles and techniques.

• Knowledge of community social services organizations and the structure and function of HCA offices and divisions involving appropriate federal, state, and local laws, regulations, and ordinances.

• Knowledge and understanding of contractual funding, regulatory requirements, and budgetary planning and control; and a proven record of successfully directing these things.

WORKING CONDITIONS

• The work environment is primarily inside, where the noise and temperature levels are moderate.
• Work may also require occasional travel within the County and State, exposing the employee to weather extremes, various forms of precipitation and the hazards associated with travel on public roads.

Total Compensation:

$132,915 - $185,988 Annually

Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
