Description

Assists with managing, organizing, and directing the financial, accounting, and reporting functions; performs and supervises advanced accounting, internal auditing, financial analysis, and financial reporting activities; ensures compliance with applicable accounting standards and legal requirements; and performs duties related to these functions.

Listed salary amounts do not include the 2% increase effective 7/01/2026.

CURRENT VACANCY: One full-time management position (12 mos/yr, 8 hrs/day), in the Financial Services Department, at the Administration Center.

Position includes full district-paid benefits for the employee and dependents. Maximum District contribution to the health insurance plan for the 2025-2026 school year is $30,196.80 for all employees. All GUSD jobs are in person.

  • Assists with planning, organizing, and directing the accounting and finance functions.
  • Plans, organizes and supervises assigned personnel performing technical accounting, auditing, reporting, and related analytical work.
  • Ensures timely, accurate preparation of all journal entries, year-end closing adjustments, and financial reporting.
  • Attends District and County meetings and obtains, reviews, and evaluates pertinent information to keep current on payroll accounting transactions and reporting requirements.
  • Provides technical expertise, solves accounting related problems, and responds to questions or concerns from employees regarding interpretation of laws, rules and policies governing accounting.
  • Supervises and participates in all general accounting activities involved in the preparation, maintenance, and audit of the financial reports and records of the District.
  • Compiles, analyzes, organizes, and prepares data for monthly journal entries and year-end closing adjustments; complex periodic financial and statistical reports; state and federal reports and federal, state, and local claims, statements, and reports.
  • Establishes and maintains accurate accounting records by examining, reconciling, balancing, and adjusting various financial records, and by identifying and resolving problems and inconsistencies through determination and implementation of appropriate corrective entries.
  • Manages the general accounting section.
  • Assists in the development, implementation, modification, and advancement of accounting systems and procedures as related to the duties of the position.
  • Coordinates accounting activities with other organizational units and outside agencies as related to the duties of the position.
  • Coordinates accounting activities with the Educational Technology and Information Services Department, the County Office of Education and other agencies as appropriate to ensure that all transactions are properly recorded and reported.
  • Coordinates accounting of bond, construction and other special funds; monitors and prepares periodic reports on special funds; conducts special expenditure analysis and audits to ensure full reimbursement of District costs in connection with construction and special fund expenditures.
  • Provides leadership and works with staff to create a high performance, service-oriented work environment that supports department and District missions, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.
  • Participates in preparation of periodic financial reports and statements to the Board of Education and District administrators; conducts special analysis required by the Board of Education; supervises and participates in preparation of Board agenda items for enrollment, average daily attendance and class size reduction program and ADA related programs.
  • Reviews and audits monthly school ASB bank reconciliations and financials, and trains the ASB Clerks.
  • Develops new and revised accounting procedures to comply with laws, rules, and regulations to ensure service to employees, to improve efficiency, and to coordinate activities with other departments.

Analyzes laws, regulations, collective bargaining agreements, Board of Education and Personnel Commission rules and Education Code changes to determine effect on financial accounting processing; recommends changes in accounting procedures, forms, and records as necessary.

  • Performs and manages the Year End Closing entries and process.
  • Completes a variety of statistical and activity reports, coordinates the preparation of quarterly tax returns and other periodic tax forms.
  • Assists in the direction and coordination of the maintenance of records of expenditures and income from a wide variety of accounts and funding sources.
  • Prepares multi-year cash flow analysis. Prepares Special Education billings to SELPA.
  • Assures that funds are budgeted, controlled, accounted for, reconciled and audited according to acceptable accounting practices and legal requirements in areas of assigned responsibility.
  • Supervises, trains, and evaluates assigned staff.
  • Performs related work as assigned.

Employment Standards

Experience:

  • Four years of recent professional experience with automated accounting systems and procedures as well as an administrative staff position. Experience must include such activities as financial analysis, data systems analysis, auditing, and report preparation.
  • Experience must also include at least two years of supervising personnel, preferably in a school District or government agency.

Education:

Graduation from a recognized four-year college or university with a major in accounting, finance, business administration, or closely related field.

Desirable Qualifications:

A Masters degree from an accredited college or university, preferably including courses in finance, accounting, management, educational administration, quantitative analysis and budgeting.

Written and oral proficiency in a second language.

License or Certificate:

Possession of a valid State of California Class C drivers license and use of an automobile to visit work sites and attend meetings.

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.

Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
