Description
The Assistant Construction Manager supports the delivery of infrastructure-focused design-build and construction management projects primarily in the transportation sector. This includes roadway bridge rail and underground utility projects such as stormwater sanitary sewer and waterline systems. The Assistant Construction Manager assists project leadership in managing safety quality schedule cost documentation and field coordination from preconstruction through closeout.
This role works closely with project managers construction managers and field teams to ensure projects are executed in accordance with Burns & McDonnell standards client specifications and applicable owner requirements. Adhere to companys safety programs training and policies as well as collaborate with the project team to manage the Safety & Health performance of project team members contractors and others as required.
Support Development and Implementation of Safety & Health Plans
Support development and implementation of site-specific Safety & Health Plans for roadway bridge rail and underground utility construction.
Monitor Construction Performance
Monitor construction performance in work zones trenching excavation safety confined space and public interface areas.
Participate in Job Hazard Analyses and Safety Inspections
Participate in job hazard analyses safety inspections and quality audits.
Collaborate with Owners and Public Agencies
Collaborate with owners public agencies DOTs railroads municipal utilities and consulting partners to manage design and construction coordination for infrastructure projects.
Assist in Project Risk Reviews
Assist in the development of internal and external project risk reviews with the Project Management team and consult with the Legal Department as required.
Coordinate Project Execution Plans
Coordinate and assist in the development and implementation of the Project Execution Plan Quality Assurance Plan Safety & Health Plan Subcontracting Plan Project Staffing Plan Organization Chart and Procurement Plan.
Contribute to Contract Negotiation and Execution
Contribute to the negotiation approval and execution of multiple types of Prime Contracts subcontracts purchase orders and change orders.
Develop Project Plans
Develop the project plan for site mobilization and demobilization and support the Construction Manager or Site Manager with implementation.
Secure Project Permits
Secure applicable project permits required for the project.
Support Bidders Registration and Pre-Qualification
Support development of and coordinate the potential bidders registration and pre-qualification efforts on behalf of the project team.
Prepare Request for Proposal (RFP) Documents
Prepare Request for Proposal RFP support detailed scope of work development bid and selection process creation of contract documents for the purpose of subcontractor and client contractor selection and award.
Support Design and Construction Coordination
Support the implementation of multiple project specifications drawing releases and design changes.
Execute Contract Administration
Execute downstream contract administration including Request for Information RFIs submittals meeting minutes change management and claims mitigation.
Support Project Cost Reporting and Scheduling
Support project cost reporting scheduling work breakdown structures project set-up and closeout and field progress tracking processes.
Prepare Project Status Reports
Prepare information for and report project status risks schedule costs and cash flows at project and corporate level meetings to internal and external stakeholders develop and distribute meeting minutes as needed.
Support Prime Contract and Subcontract Invoicing
Support the Prime Contract subcontract client contractor and supplier invoicing process.
Establish Project Documentation and Filing Systems
Establish review and implement the project documentation and filing systems and processes.
Verify Insurance and Licenses
Verify the project client contractor and/or subcontractors insurance licensures taxesduties and securities are in effect according to the project requirements.
Support Safety Quality Progress and Financial Audits
Support and conduct project safety quality progress and financial audits and assessments as required.
Facilitate Materials Receiving and Management
Facilitate the materials receiving and management process including inventory control receiving of goods storage and transportation.
Coordinate Utility Relocation
Coordinate utility relocation.
Collaborate with Superintendents and Site Managers
Collaborate with superintendents and site managers to verify compliance of subcontractors client contractors contract documents safety & health requirements quality and schedule.
Facilitate Project Turnover
Facilitate the project turnover documentation recordkeepingretention warranty and project close-out processes.
Assist with Maintaining Compliance
Assist with maintaining compliance on all project-related activities by consistently applying company policies and procedures.
Assist with Developing Project Labor Agreements
Assist with the development of project labor agreements with building trades as required.
Assist with Onboarding Craft and Field Supervision
Assist with onboarding of craftfield supervision as required.
Analyze Craft Rates and Labor Burdens
Analyze composite crew rates to determine labor and equipment costs. Work with field operationscraft HR team to appropriately staff projects.
Monitor Labor Burdens
Analyze and monitor labor burdens including craft classifications benefits and labor laws.
Maintain Craft Classifications and Records
Maintain accurate craft classifications and craft progression records.
Assist with Craft Training
Assist with applicable craft training.
Manage Construction Equipment
Manage construction equipment to ensure adequate inventory to complete projects.
Perform Other Duties
Performs other duties as assigned.

Qualifications
Bachelors degree in construction construction management engineering or a related field and 3 years of construction or field coordination experience on transportation or utility infrastructure projects highways bridges rail water sanitary storm.
Strong understanding of underground utility installation site grading rail and civil construction practices.
Excellent computer skills and proficiency in Microsoft Office Word Excel Outlook PowerPoint and Access.
Familiarity with Artificial Intelligence (AI) tools to enhance project planning scheduling data analysis and document management is preferred.
Experience with document control scheduling cost control and project management software is preferred Primavera P6 Procore eBuilder.
Excellent written and verbal communication skills and strong organizational skills.
Strong analytical and problem-solving skills and attention to detail.
Ability to handle large volumes of work and multi-task in a fast-paced environment.
Construction experience in transportation rail bridge and municipal utility infrastructure projects.
Exposure to field supervision and craft labor management is a plus.
Experience supporting design-build EPC or progressive design build delivery preferred.
Must be able to meet the companys driving requirements.
