Position Information

"Help carry out the BWS vision and mission with excellence."The Honolulu Board of Water Supply (BWS)is looking for an Assistant Chief of Water System Operations (Assistant Program Administrator) in Honolulu. This position serves as assistant to the Administrator of the Water System Operations Division and assists in the executive direction and administration of the Board of Water Supply's water distribution functions.

What You Will Do

Direct and monitor the Divisions day-to-day operations. Monitor the division's overall performance in meeting long and short-term goals. Oversee the supervision of the division's workforce. Authorizes work orders, planned overtime, change orders, contract extensions, etc. Evaluate findings of distribution-related water main breaks. Conducts inspections of pump facilities (reservoirs, boosters, treatment plants, shafts, tunnels, etc.), office facilities, and machinery to evaluate condition and replacement needs. Coordinates emergency functions between appropriate division in handling water interruptions and complaints. Review, evaluate, and recommend proposals to improve effectiveness, efficiency, and consistency in water distribution operations. Review, evaluate, recommend, and implement operational policies, procedures, and guidelines.

Actual salary will be commensurate with applicable experience, pending approval.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT: Equivalent to graduation from a regionally-accredited college or university with a bachelors degree in mechanical, electrical, civil, or structural engineering.

EXPERIENCE REQUIREMENT: Four (4) years of registered professional engineering experience, included or supplemented by two (2) years of experience in a managerial/administrative position.

Applicable Skills Needed

Knowledge of:

  • basic principles of engineering and hydraulic
  • the methods, techniques and procedures utilized in the administration of engineering systems and evaluation of mechanical and electrical systems, equipment and operations including installation, operation, control, maintenance, repair and testing of electrical and mechanical pumping equipment and telemetering and supervisory control systems
  • applicable Federal and State laws, City ordinances, rules and regulations
  • current/best technologies and practices, national standards and engineering codes

Ability to:

  • lead, direct and administer the operations for pumping plants and storage facilities and re-engineer work processes
  • plan, organize, coordinate and evaluate plant operations and related programs
  • review and analyze plans and specifications relating to engineering projects involving pumping and related systems
  • confer with design engineers to provide expertise on plans and specifications, system modifications, new equipment, etc.
  • supervise and conduct engineering analyses and research studies
  • prepare administrative and technical reports
  • deal tactfully and communicate effectively with others

QUALIFYING EXPERIENCE: For this position, the qualifying experience in a managerial/administrative position must conclusively demonstrate the scope and level of experience comparable to that of a branch chief or higher.

QUALITY OF EXPERIENCE: Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT: Valid drivers license (Type 3/automobile), as required. Current State of Hawaii registration as a professional engineer. NOTE: Applicants with a current out-of-state engineering license must obtain their Hawaii license prior to appointment.
