General Description

We're seeking a dynamic and strategic leader to join the City Assessor's Office as the Assessment Business Systems Manager. This position plays a vital role in planning, organizing, directing, and coordinating the administrative and data management functions that support equitable property assessment and informed city decision-making. This is an exciting opportunity for someone passionate about public service, innovation, and using data as a valuable community resource. The Assessment Business Systems Manager will lead initiatives involving long-range strategic planning, policy development, and modern data management practices that support the social, environmental, and economic needs of the community. Working under the limited supervision of the City Assessor, this position will help shape the future of the office by driving improvements in how property data is managed, analyzed, and utilized across the organization. The ideal candidate will bring strong leadership skills, strategic thinking, and a forward-looking approach to business systems and public sector data management.

Examples of Duties and Responsibilities

Administration

  • Perform general administrative management for the office support services; assist in planning, organizing, and controlling all operations of the department and develop and recommend standards and controls to measure the degree of operational effectiveness.
  • Orient, train, and closely supervise the administrative, data management, and property listing staff. Provide general leadership to staff, provide consultation and advice on more complex and judgmental aspects of the work and participate in the full range of employee relations.
  • Direct customer service functions of the Assessor's Office including providing information or clarification of procedure or process to the public and other agencies.
  • Perform departmental payroll duties; oversee and maintain departmental personnel transactions with Human Resources.
  • Oversee and coordinate purchasing documents for the department utilizing required systems.
  • Develop departmental capital and operating budgets and payroll forecast for fiscal years; monitor office budget in partnership with City Assessor.

Data Management

  • Maintain all assessment and property listing data. Ensure all local and state requirements are met in the maintenance of data; serve as Assessor's Office liaison to the IT Department.
  • Coordinate and track open records requests in the office in accordance with the Wisconsin Open Records Law and in concert with the City Assessor.
  • Lead the Computer Assisted Mass Appraisal (CAMA) data migration including, but not limited to, establishing office protocols and training systems.
  • Oversee and participate in the preparation of the assessment roll; oversee and prepare assessment information, which is released to the Mayor, Common Council, department/division heads, and the news media.
  • Compile relevant data and prepare various reports mandated by statute to be remitted to the Wisconsin Department of Revenue (DOR) and other agencies; prepare annual property assessment news release including compiling appropriate data.

Assessment Appeals

  • Oversee the audit of appraiser reports for completeness, accuracy, and statutory compliance.
  • Serve as lead on the Board Review Subcommittee; oversee assignment of reports for review by this subcommittee.
  • Oversee the preparation of agendas, reports, indexes, and proceedings.
  • Oversee and assist in the development of a procedural manual for processes.

Perform other duties as assigned.

Minimum Qualifications

  • Four (4) years experience in applying the following:

  • Data analytics including the ability to independently prepare, present, and defend analytic findings.

  • Principles of data administration and management.

  • Assessment procedures, policies, and statutory requirements.

  • Full range of supervisory principles and practices, which includes hiring, training, directing, evaluating, and disciplining, along with handling labor relations matters;

  • Computer software applicable to the duties of the position, including Microsoft 365 and CAMA software.

  • AND-

  • Two (2) years experience in applying the following:

  • Collaborating in groups to support system changes.

  • Leadership, facilitation, process management and strategic planning theories and techniques.

  • OR-

  • Three (3) years of senior-level supervisory or management experience in a comparable assessment jurisdiction, including responsibility for data system development and maintenance; AND

  • Bachelor's degree or higher in any field of study.

  • OR-

  • Four (4) years of senior-level supervisory or management experience in a comparable assessment jurisdiction, including responsibility for data system development and maintenance; AND

  • Associates degree in Data Management/Analytics, Information Technology, Real Estate or a closely related field.

Other equivalent combinations of experience, training, and education that demonstrate possession of the knowledge, skills, and abilities required to perform the duties and responsibilities of this position will also be considered.

Special Requirements

  • Certification by the State of Wisconsin as an Assessor 2 within the probation period. Failure to obtain the required certification during probation will result in removal from the position, absent extenuating circumstances.
  • Ability to meet the transportation requirements of this position.
  • The employee will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends.

Physical Requirements:

  • Ability to stand or sit at a computer workstation and desk for long hours.

Leave

Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

Employees earn 3.5 personal days in addition to vacation.

Employees receive eight official paid holidays (New Years Day, Martin Luther King, Jr. Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, Christmas Day), as well as 3 paid leave days (the Friday after Thanksgiving, Christmas Eve, New Years Eve).

Employees also earn 13 sick days annually that may accrue to a total of 150 days.
