This position entails the management of operations and personnel at the direction of the Clerk and is covered by the Appeals Court Personnel Policies and Procedures Manual.
Position Summary:
Assists and supports the oversight and supervision of Local 6 office staff and the business operations of the Clerk’s office. Responsibilities may include supporting the office’s hiring processes, making work assignments, implementation of policies and procedures, collecting departmental metrics, ongoing training, communications, and participating in clerical unit employee evaluations.
Essential Functions And Responsibilities:
- Within the clerical unit, supervises and manages work activities, including office supervision and management, providing guidance, implementation of procedures, oral argument scheduling, case management and processing, records management, collection and reporting of statistics and accounting functions.
- May meet with court personnel and other individuals to discuss ways to improve the efficiencies of case processing and oral argument related work within established guidelines.
- Under the direction and oversight of the Clerk, ensuring that clerk's office clerical staff support the Clerk's Office mission by complying with existing statutes, best practices, and Appeals Court policies and procedures.
- Monitors employee performance and conduct for compliance with the Appeals Court Operations Manual, Personnel Manual, policies and procedures, Clerk's Office policies and the Local 6 Collective Bargaining Agreement.
- May participate in the gathering of facts related to issues of conduct or performance at the direction of the Clerk.
- May assist the Clerk with Annual Performance Reviews for Local 6 employees and help draft Action Plans for the professional development and continuous improvement of office personnel at the direction of the Clerk.
- May participate in the hiring and promotion process for clerical staff within the Clerk's Office.
- May monitor and approve Time and Attendance for (Local 6) employees and generate and review related reports concerning the use and any possible abuse of paid sick leave by office clerical staff. Reports suspected patterns of abuse to the Clerk.
- May serve as the clerical staff's liaison to the Appeals Court administrative office.
- May assist in the implementation, and coordination of local training and education opportunities for Local 6 office staff employees at the direction of the Clerk.
- May serve on various committees and working groups as a representative of the Clerk's Office at the direction of the Clerk.
- Assists in completion of all tasks assigned to local 6 staff when required.
- Provides assistance to court users, the public and Appeals Court staff.
- Performs other duties as required.

- Work is frequently performed in office or similar indoor environments.
Physical Demands:
This position requires sedentary work:
- Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Technical Knowledge and Use of Office Technology: Demonstrates the technical knowledge and ability to effectively use business software, the Paragon case processing system, Live Link document management system and other office equipment to meet operational needs of the office including the upcoming new case management and document management systems. |

Minimum Qualifications:
Education and Experience:
- Bachelor’s degree from an accredited university or college
- Six (6) years of related work experience, with a demonstrated ability to perform supervisory duties.
- Equivalent combinations of education and experience will be considered for meeting minimum qualifications.
KNOWLEDGE AND SKILLS AND ABILITIES Knowledge of:
- Modern office equipment and technology, including computers and applicable software.
- Departmental and court policies and procedures.
- Code of Ethics.
- Principles and practices of employee supervision.
- Paragon, Livelink, and Tyler Technologies (e-filing) experience preferred.
- Court schedules activities.

- Court employees are not permitted to engage in the practice of law.
- Employees of the Massachusetts courts are required to be Massachusetts residents.
- This is a full-time position and is eligible to participate in the Court’s remote work policy.
