Supervising Captain POSITIONS SUPERVISED: Animal Control Officers BLS COMPARABLE: 45-1011.03, Managers of Animal Care Workers LEADERSHIP: Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel. CONDITIONS OF EMPLOYMENT Must be 21 years of age. No felony convictions. Subject to post offer, pre-employment drug screen. As a position affecting the safety of others, the employee will be required to comply with all provisions of City of Enid's substance abuse policy, including random drug and alcohol testing. POSITION PURPOSE: Ensure public safety through promotion of responsible pet ownership and the effective oversight of the animal control facility ESSENTIAL FUNCTIONS AND BASIC DUTIES Direct and coordinate the Animal Control Center of the City of Enid Police Department, including the management of staff to function effectively within the operational budget. Assign workers to tasks, such as feeding and treatment of animals, and cleaning and maintenance of animal quarters. Establish procedures of animal capture and care. Monitor animal care and inspect facilities to identify problems, and discusses solutions with workers. Train workers in animal care procedures, maintenance duties, and safety precautions. Plan budget, and arranges for purchase of food or supplies. Prepare reports concerning activity of facility, employees time records, and animal treatment. Oversee files of impoundments and dispositions of animals. Properly collect monies due to the city for services associated with impoundment. Deliver lectures to public to stimulate interest in animals and communicate humane philosophy to public. Operate euthanasia equipment to destroy animals. Investigate complaints of animal neglect or cruelty and follow up on complaints appearing to justify prosecution. Issue citations and provide court testimony as needed. Observe and examine animals to detect signs of illness and determine need of services from veterinarian. Maintain the facilities, including the office, grounds, vehicles, and equipment. Implement organizational and departmental policies, procedures, and service standards in conjunction with management. Analyze internal processes and recommend and implement procedural or policy changes to improve operations. Set goals and deadlines for the department. Select, train, and review personnel. Evaluate the work of staff to ensure that work is of appropriate quality and that manpower resources are used effectively when holding facility is not occupied. Ensure adequate cross training of staff. Prepare and issue work schedules, deadlines, and duty assignments of staff. Process vacation and sick leave forms. Provide assistance to other departments as needed. Perform other duties as required. PERFORMANCE MEASUREMENTS The Animal Control division runs smoothly and efficiently. Animal quarters are clean, organized, and disinfected. Animals are treated humanely and supplied with water, food, and personal care. Records and reports are filed and easily retrieved. QUALIFICATIONS EDUCATION/EXPERIENCE: High school diploma or General Education Degree (GED); and One-year certificate from college or technical school and one-year related experience and/or training. CERTIFICATES/LICENSES: Oklahoma Animal Control Academy (within 24 months) Maintain 16 hours of Continuing Education after completing Academy (per year). Euthanasia Technician Certification (within 12 months). REQUIRED KNOWLEDGE: Personnel and Human Resources: Knowledge of principles and procedures for selection, training, and retention of personnel. Specialized: Knowledge of city streets, animal care, and animal capture techniques. SKILLS/ABILITIES: Ability to use an animal snare, snake tongs, traps, tranquilizer gun, and shot gun. Prioritize, organize, and delegate assignments. Accurate and attentive to detail. Effective communication and public relations skills. Basic typing and computer application skills. Ability to assist and support others. Able to operate telephone, PC, copier, and other basic business machines. VISUAL ABILITIES: Normal vision, with or without corrective lenses. PHYSICAL STRENGTH: PDC Level: Heavy Employee lifts/carries 50 lbs. occasionally (less than 33% of the time or 1-100 times per day).
