Job Description and Duties

The Health and Safety Analyst IV performs complex and sensitive analytical work in support of the Department of Developmental Services' (Department) health and safety programs. The position serves as an expert analytical resource to the Health and Safety Officer (HSO) and conducts program evaluation, incident review, investigations, policy and procedure development, and data analysis across Department locations and programs. The incumbent evaluates reports and supporting documentation; identifies risks, trends, program gaps, and follow-up needs; and prepares written findings, correspondence, reports, and recommendations for management review. The position provides expert-level consultation and develops recommendations on complex and sensitive occupational and environmental health and safety matters for management, executive leadership, and internal and external partners. The incumbent coordinates with employees, supervisors, managers, and facility and program representatives to support consistent application of established requirements across Department locations and programs. Duties are performed in accordance with applicable State and Federal laws and regulations, including Cal/OSHA requirements, standards outlined in Titles 8, 17, 19, and 22 of the California Code of Regulations, applicable accreditation standards, and departmental policies. Assignments include the Workplace Violence Prevention Program (WVPP), Injury and Illness Prevention Program (IIPP), ergonomics, safety inspections, hazard mitigation and follow-up activities, training, and other health and safety initiatives.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment. All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Work is performed in an open-spaced, partitioned office environment.

Department Information

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The Department is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include:

Special Requirements

Knowledge of: Applicable State and Federal occupational and environmental health and safety laws, regulations, and standards, including Titles 8, 17, 19, and 22 of the California Code of Regulations, Cal/OSHA requirements, IIPP requirements, WVPP requirements, and related State safety and reporting requirements. Principles and practices of hazard identification, risk assessment, workplace violence and safety incident review, fact-finding, accident and exposure investigation, and hazard mitigation. Workplace safety inspection methods, ergonomic principles, injury prevention strategies, emergency preparedness concepts, and safety program evaluation. Methods of policy and procedure analysis, data analysis, trend identification, program monitoring, and development of recommendations. Safety training, documentation, confidentiality, and recordkeeping requirements, including injury and illness tracking and Cal/OSHA Form 300 reporting. Standard office software, databases, and tracking systems used to monitor health and safety program activities

Ability to: Independently perform complex and sensitive analytical work related to occupational and environmental health and safety programs. Review and analyze workplace violence reports, injury and illness data, hazard information, inspection findings, and supporting documentation to identify relevant facts, trends, risks, program gaps, and follow-up needs. Conduct or coordinate interviews, fact-finding activities, ergonomic evaluations, and onsite or remote assessments. Interpret and apply applicable laws, regulations, accreditation standards, departmental policies, and established program requirements. Prepare clear, concise, and accurate investigation summaries, written findings, ergonomic reports, statistical summaries, management briefings, correspondence, and recommendations. Evaluate policies, procedures, and program practices and develop proposed revisions for management review. Maintain and monitor tracking systems for hazard mitigation, incident follow-up, reporting, and health and safety program activities. Provide technical consultation, coordinate assignments across Department locations and programs, and communicate effectively with employees, supervisors, managers, executives, facility and program representatives, and external partners. Prioritize and manage multiple complex and time-sensitive assignments, exercise sound judgment, and maintain confidentiality of sensitive medical, personnel, investigative, and workplace safety information.
