Job Description and Duties

The Senior Grants Program Analyst leads the implementation of key CalOSBA programs and initiatives including federally funded programs within CalOSBA. This person will define and implement processes, report on and analyze program performance internally and externally, and ensure that all programs are managed in a timely manner and in accordance with both federal and state compliance and reporting requirements.

The incumbent performs the most complex, critical, and specialized functions for the Entrepreneurship & Innovation team. Work outcomes involve operational and policy development issues with departmental impact. The incumbent serves as a project leader on department wide projects; evaluates implementation of new operational processes; researches methods for improving department programs; and develops strategies related to the program area(s). The incumbent is responsible for programs, activities, or projects of the greatest scope, impact, and sensitivity. Incumbents provide consultative services and recommendations to internal and/or external executive level management and serve as a subject matter expert on performance data for CalOSBA. The incumbent works on problems that are undefined or evolving and involve complex and often intangible factors.

This position works under the general direction of the Assistant Deputy Director (Innovation & Entrepreneurship) and indirectly receives direction from the Deputy Director, California Office of Small Business Advocate (CalOSBA).

Travel may be required for mandatory team meetings in the Sacramento headquarters.

Salary

In July 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025). Under this program, employees' monthly base pay is reduced in exchange for paid leave credits. This position is subject to PLP 2025. The specific rate of pay reduction and corresponding leave credits are determined by the employee's bargaining unit and classification. Please refer to the California Department of Human Resources (CalHR) website here for details regarding the applicable PLP 2025 provisions.
