Position Summary
The CARE Act team is seeking an experienced Analyst IV to design, coordinate, and implement a statewide in-person CARE Act convening. This role supports high-level planning across curriculum development, venue and logistics selection, procurement and RFP processes, and full lifecycle event management. The Analyst IV will collaborate with multidisciplinary stakeholders across courts, CFCC programs, partner agencies, and CARE Act leadership.
Key Responsibilities
Curriculum Development
- Develop comprehensive convening curricula, including agendas, session flow, learning objectives, and interactive components
- Coordinate with program attorneys, analysts, and external partners to ensure training content aligns with CARE Act statutory requirements, regional needs, and prior convening materials
- Create facilitator guidance, participant materials, and evaluation tools
Procurement Management (in-person event)
- Lead venue identification, site capacity review, and logistical assessments for accessibility, technology, travel, and regional participation
- Draft and manage RFPs consistent with Judicial Council procurement requirements
- Coordinate with internal fiscal leads and procurement staff
- Evaluate vendor proposals, support contract negotiations, and track deliverables and timelines
- Incorporate budget constraints and projections consistent with CARE Act implementation funds
Event Planning & Operations
- Oversee end-to-end convening logistics, including scheduling, registration, materials preparation, travel coordination, on-site staffing, technology needs, and day-of facilitation
- Collaborate closely with CARE Act team members (analysts, attorneys, administrative specialists, cross-divisional partners)
- Ensure smooth communication to participants, including pre-event logistical guidance, materials dissemination, and real-time updates
Stakeholder Coordination & Communication
- Serve as a central point of contact for internal and external partners (CFCC leadership, Self Help centers, county agencies, contracted consultants)
- Prepare briefings, summaries, and follow-up action plans for leadership
- Track decisions, tasks, and risks, ensuring timely issue resolution
Convening curricula: Agendas, session flow, learning objectives, interactive components
Facilitator guidance: For session leads and presenters
Participant materials: Handouts, packets, evaluation tools
RFP documents: Drafted and managed per Judicial Council requirements
Vendor proposals evaluation: With contract negotiations support
Event logistics plan: Scheduling, registration, travel, technology, on-site staffing
Communication materials: Pre-event guidance, real-time updates
Leadership briefings: Summaries, action plans, risk tracking
Minimum Qualification:
Education: Bachelor’s Degree
Experience: 6+ years in an analyst role in the specified functional area

Program development: Ability to participate in development of new or revised programs, systems, procedures, methods of operation
