Job Description and Duties

The California Department of Insurance (CDI) is seeking a dynamic Administrative Section Analyst with knoweldge of the Americans with Disabilities Act (ADA), Section 508, and Web Content Accessibility Guidelines (WCAG), as well as the ability to research, interpret, and apply California Insurance laws and Regulations.

Under supervision of the Staff Services Manager I (SSM I) of the Administrative and Business Entity Section (ABES) in the Licensing and Administrative Business Bureau (LABB), this position assumes the primary administrative liaison responsibilities for ABES on both external licensing issues and various administrative functions (i.e., webpage form formatting, and variety of statistical reports). Incumbent will independently research and respond to technical licensing inquiries received from the insurance industry; independently monitors the LABB's budget, which includes the accounting of expenditures by LABB; independently researches and drafts responses to insurance industry complaints regarding licensing matters; independently compiles monthly licensing statistics, which may include statistics from LABB, the Curriculum and Licensing Background Bureau (CLBB); independently monitors all contracts between LABB and CLBB, with external vendors; acts as the lead in responding to various external surveys; maintains Department's Agents & Brokers webpages frequently asked questions (FAQ), licensing forms, notices, etc.; and completes special projects as assigned.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions

  • The incumbent must be able to work in a high-rise building.
  • The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
  • Daily use of laptop computers, phone, copiers/scanners, general office equipment, software applications, and the internet.

  • Experience in gathering data to create weekly, monthly, and annual reports for management.
  • Knowledge and experience using the web content management platform CommonSpot to create and/or update internal and external webpages and content.
  • Strong familiarity with Section 508, Web Content Accessibility Guidelines (WCAG), and creating ADA-compliant digital content.
  • Knowledge of Title II of the Americans with Disabilities Act (ADA) and have real experience using ADA remediation applications like Adobe Acrobat Pro and Equidox.
