Job Description and Duties

Under the direction of the Apprenticeship Expansion Unit's Northern California Partnerships Supervisor I, the Analyst II performs work independently and collaboratively in support of the expansion of the Division's registered apprenticeship programs. Duties include, but are not limited to, providing outreach to employers and other participating partners, providing education and guidance on California's diverse Registered Apprenticeship Program (RAP) models under the umbrella of the Interagency Advisory Committee on Apprenticeship (IACA). The Analyst II facilitates meetings with stakeholders, such as employers, local education agencies, unions, and others, for apprenticeship purposes; attends regular internal and external meetings; confers with management; and provides guidance to programs on rules, regulations, and applicable policies. The Analyst II analyzes data on apprenticeship expansion and legislative proposals to provide findings and recommendations to management. The Analyst II delivers in-person, virtual, and multimedia presentations and utilizes a service-first approach when working with apprenticeship partners, including intermediaries, employers, educators, workforce development organizations, and unions to provide technical assistance and consultation services on apprenticeship program development, registration, and maintenance.

Working Conditions

This position is located at: 1515 Clay Street, Suite 19, Oakland, CA 94612.

The incumbent works 40 hours per week in an office setting. Air-conditioned, high-rise building with elevator access, cubicle with natural and artificial lighting. Works in an indoor cubicle office environment for several hours. Occasionally work takes place in the field while attending committee meetings, outreach events and at community business partners locations. Occasional travel will be required. The incumbent may have a hybrid work schedule in accordance with the State's current telework policy.

Desirable Qualifications

Basic principles of sales and marketing to "sell" California employers on the concept of apprenticeship. Aware of the importance of strategic thinking and the willingness to learn departmental strengths, opportunities, and objectives for short- and long-term business plans.

Exceptional writing skills to prepare high-profile communications, comprehensive reports, and summaries. Proficient in Word, Excel, Outlook, PowerPoint, Visio, Adobe Acrobat, and basic office equipment, including photocopiers, staplers, and paper shredders. Takes ownership and accountability of personal work contributions and self-development. Anticipates future challenges and opportunities and acts to either mitigate or capitalize on them. Establishes priorities when goals or due dates conflict. Ensures assignments align with organizational metrics.

Demonstrates commitment to the organization's vision, mission, and values by maintaining regular and consistent organizational messaging. Excellent communication (presentation skills) to promote outreach to potential partners. Translates objectives into specific measurable metrics and articulates the approach necessary to achieve outcomes. Encourages the process of change and transition while helping others manage with their effects.

Ability to interpret and use the California Labor Code, California Code of Regulations, and current, past, and proposed legislation. Willingness to learn all aspects of apprenticeship, including national trends, employer-driven needs, and the current apprenticeship climate in California. Makes timely, informed decisions that consider the facts, objectives, and risks associated with the issue at hand. Able to discern broader implications that may affect the unit and how contributions affect their environment. Ability to communicate a clear picture of the short- and long-term vision and can relate current efforts to that vision.

Ability to recognize complex environments and situations to discern the broader implications that affect the unit and how their contributions can impact the environment. Ability to create an environment that promotes teamwork, respect, and collaboration to resolve issues.
