The Contra Costa County Health Services is recruiting individuals to fill the Ambulatory Care Administrator position located in Martinez, California. The Ambulatory Care Administrator will be responsible for managing administrative functions of a multi-site ambulatory care system within the division of Hospital and Health Centers of the Department of Health Services. Responsibilities in this position include: overseeing personnel administration; developing and maintaining Ambulatory Care policies and procedures; analyzing statistical data and reports on services provided, overseeing the business office functions of the health centers; overseeing health center emergency preparedness activities; participating with senior administrative staff of the Hospital and Health Center division in the development of strategic plans and goals for the organization; managing contracts and grants for professional services in Ambulatory Care; providing leadership and guidance to health center managers to ensure continuous Joint Commission, Title 22 and CMS readiness. The employment list established as a result of this examination may remain in effect for six (6) months.
Typical Tasks
Plans, develops and implements quality improvement programs which are consistent with the organization's strategic plan; monitors success/effectiveness of improvement programs, including measurement of patient satisfaction
Plans, develops and implements with other department divisions, County departments and outside agencies the delivery of joint venture or multi-service healthcare programs
Selects, assigns, supervises and evaluates management and clerical staff; oversees personnel administration and makes recommendations on classification, disciplinary and other personnel actions
Develops and maintains Ambulatory Care policies and procedures which include General Administration, Appointment Unit and Registration
Analyze statistical data and reports on services provided, workload and productivity indicators
Oversees the business office functions of the health centers, including general administrative support, timely processing of billing forms and coordination of certified-medical interpreters
Advises managers on the interpretation and application of Hospital and Health Center policies
Advises the Director, Ambulatory Care Services on Ambulatory Care activities
Collaborates with the Director of Ambulatory Care Nursing, Director of Medical Staff Affairs and Medical Department Chairs to ensure that administrative process/functions adequately support and are consistent with medical and nursing practices that effect patient flow
Collaborates with the Director of Capital Projects and staff from Finance, the General Services' Architectural and Purchasing Division on space re-design projects and new construction projects in Ambulatory Care
Collaborates with the Contra Costa Regional Medical Center and Health Centers' Facilities Manager to ensure the safety and comfort of patients and employees, including the development of emergency action plans
Collaborates with the Division of Information Technology in the evaluation of functionality of the computer systems in Ambulatory Cares Services
Participates with senior administrative staff of the Hospital and Health Center division in the development of strategic plans and goals for the organization
Manages contracts and grants for professional services in Ambulatory Care
Oversees health center emergency preparedness activities and functions as the Ambulatory Care Safety Coordinator
Provides leadership and guidance to health center managers to ensure continuous Joint Commission, Title 22 and CMS readiness
Organizes and conducts in-service training for health center managers
Manages all professional services contracts and grants
Minimum Qualifications
Education: Possession of a Master's degree from an accredited college or university with a major in Hospital Administration, Health Care Administration, Public Health Administration, Business Administration, Public Administration or a closely related field.
Experience: Three (3) years of full-time (or the equivalent of full-time) experience in an administrative capacity in an acute care hospital or health care agency, one (1) year of which must have included management responsibilities.
Substitution: Possession of a Bachelor degree in Hospital or Health Care Administration, Public Health Administration, Business, Public Administration or a closely related field with two (2) additional years of experience in an administrative capacity in an acute care hospital or health care agency, may be substituted for the Master's Degree.
OTHER REQUIREMENTS
Prior to employment, a background investigation will be conducted on all candidates. Fingerprints will be taken.
Selection Process
The Virtual Oral Assessment is tentatively scheduled to take place via computer (remotely) during the week of July 6, 2026.
The Virtual Oral Assessment will be administered remotely using a computer or mobile device such as a tablet or smartphone. You will need access to a reliable internet connection to take the assessment, as well as a computer or mobile device with a camera.
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

DISASTER SERVICE WORKER
