SUMMARY OF DUTIES: The purpose of this position is to lead three or more subordinates in the performance of aircraft engine mechanic work. In addition, duties include journey level work, which involve the inspection, repair, modification, and servicing of jet aircraft engine systems and components, turboprops, small gas turbines, propellers, and propulsion assemblies both on and off aircraft.

  • Provides direction to resolve problems on aircraft engines and propellers in a field level environment.
  • Monitors work of assigned personnel, set the work pace, convey work assignments, and ensure that materials, tools, equipment, and stock are available.
  • Ensures that assigned personnel are fully utilized and work is accomplished in accordance with established time frames and priorities.
  • Advises the supervisor of overall work operations, status and progress of work, causes for delays, problems encountered, and individual performance (e.g., additional on-the-job training requirements for individual employees).
  • Routinely works with and alongside journey-level counterparts.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Experience or training that has provided the candidate with sufficient knowledge to complete the work of this occupational series. Experience or training which demonstrates the candidates ability to lead other technicians engaged in the duties performed by this occupational series.

SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, must have at least 24 months of experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series.

KEY REQUIREMENTS:

  • -Shift work and weekend duty
  • -Periodic Counterintelligence polygraph examinations

OTHER Requirements

(1) Must possess and maintain a SECRET security clearance based on National Agency Check with Local Agency and Credit Check.

(2) Must be able to meet and maintain Special Access eligibility requirements.

(3) Must have at least six months hands-on experience on the F-22.

PHYSICAL EFFORTS: The incumbent is required to stand, stoop, bend, and reach. The incumbent frequently lifts equipment and components weighing up to 10 pounds, and often lifts and carries assemblies weighing up to 50 pounds. Hoists, hand trucks, lifts, and other employees are available to assist when handling heavy or awkward items. Work assignments require the employee to climb steps and ladders and stand on slippery or inclined surfaces.

WORKING CONDITIONS: Work assignments are performed indoors and outdoors in inclement weather; on icy, wet, and slippery ramps, aircraft surfaces, or work stands; and in extreme temperature and humidity. The incumbent is subject to dangers from toxic fumes, dust, dirt, grease, lubricants, paints, and solvents. Dangers also involve high-pressure air and fluids, and fast actuating metal aircraft surfaces such as landing gear, speed brakes, and flaps. Work assignments are subject to engine noise, heat blast, intake suction, rotating propellers, explosive munitions, electrical voltage, cartridge actuating devices, liquid oxygen, and fire or explosive aircraft fuels, etc. There is frequent exposure to the possibility of cuts, burns, electrical shock, strains, and bone fractures.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

CONDITIONS OF EMPLOYMENT & NOTES:

  1. Must be able to obtain and maintain the appropriate security clearance of the position.

  2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

  4. May occasionally be required to work other than normal duty hours; overtime may be required.

  5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
