Job Description and Duties

The Market Monitoring Section of the Cap-and-Invest Program has an opening for an enthusiastic Air Pollution Specialist with experience working collaboratively with diverse teams to operate and maintain the integrity of the Cap-and-Invest Program carbon market.

The Market Monitoring Section within the Climate Change Program Evaluation Branch of the Industrial Strategies Division, serves a critical role in the operation and oversight of the Cap-and-Invest Program. The Market Monitoring Section is responsible for the oversight of the carbon market and plays an integral role in the planning, evaluation, development, and implementation of market monitoring and market surveillance strategies. Under the direction of an Air Resources Supervisor I, the successful candidate will be responsible for drafting and updating standard operating procedures for market oversight and surveillance and performing technical data analyses to develop and communicate policies and reports on market participant activities and compliance strategies. The Air Pollution Specialist will become a subject matter expert in the Cap-and-Invest Regulation, and in evaluating entities registered in the carbon market for conformance with the Regulation and market rules. The incumbent will analyze entity registration disclosures, corporate associations and structure information, and develop and update tools for tracking greenhouse gas covered emissions and compliance obligations by coordinating closely with other Program staff and colleagues in the Mandatory Greenhouse Gas Reporting Regulation (MRR) Program. Based on these activities, the incumbent will work with staff and stakeholders to implement regulatory amendments and produce regulatory documents and guidance materials. The incumbent will also participate in teams engaged in compliance assistance and outreach, manage entity account registration and updates, and regularly assist in producing specialized and periodic market data reports.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Experience with administrative rulemaking processes in California is also desired. The ability to appropriately handle sensitive information and materials in a highly visible program is critical for this position.
