Job Description and Duties

The California Air Resources Board is seeking a highly motivated, detail-oriented, technical savvy, and responsible candidate with great communication skills to fill a vacant Air Pollutin Specialist position within the On-Road Compliance Assistance (ORCA) Section of the Transportation and Clean Technology Branch. The successful candidate will join a dynamic team responsible for developing and implementing regulatory strategies and emission control measures to support the reduction of harmful criteria and greenhouse gas emissions from medium and heavy duty on-road mobile sources. This includes the implementation of CARB mobile source programs, rules, and regulations primarily focused on medium- and heavy-duty vehicles; follow agency policies and protocols to assist stakeholders with navigating existing and future reporting systems while providing consistent, accurate, pertinent, and complete responses, compliance, and reporting assistance.

The Air Pollution Specialist will be responsible for the following duties:

  • troubleshooting, debugging, and implementing changes to agency reporting systems, databases, data analysis and evaluation, and compliance tools;
  • supporting implementation of manufacturer and fleet rules;
  • performing evaluations, calculations, and engineering analyses to evaluate vehicle and infrastructure technology advancements, costs, and feasibility of strategies to reduce emissions
  • providing assistance as needed to support Branch or Division activities by working with agency staff in developing and preparing correspondence, briefing / issue papers, speeches, presentations, spreadsheets, reports, and updating procedure documents. In addition, the succesful candidate will help coordinate and participate in public workshops, meetings, and other events. Other duties, as required, may include photocopying, filing, and providing administrative assistance to the manager and the section.

This position is offered in downtown Sacramento and in close proximity to multiple public transit stations of regional and county transit authorities as well as numerous well-reviewed eateries.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.
