The Opportunity:

Tetra Tech, a global leader in high end consulting services, is seeking motivated candidates to fill multiple positions in support of the Air Force Community Partnerships Program in the National Capital Region. The positions will provide vital technical support, program leadership, and strategic communications to promote and enhance the Department of the Air Force's (DAF's) Community Partnership Program. It may also require close coordination and/or support for the Air Force Mission Sustainment Program that is operated within the same office.

Responsibilities:

To perform the job successfully, the individual must be able to perform each essential duty satisfactorily. Successful candidates will :

  • Plan and develop deliverables in compliance with Department of Defense (DoD), federal, state, and local statutes, regulations, and policies.
  • Conduct site visits to formalize community partnerships between DAF installations, state or local governments, and non-DoD agencies.
  • Provide technical support for intergovernmental agreements and inter-agency partnerships, manage data, foster stakeholder relations, and benchmark innovative approaches to shared services.
  • Manage the lifecycle for community partnerships agreement and track progress.
  • Plan, coordinate, and attend meetings across all levels of the DAF enterprise, and with other DOD Services.
  • Assist installations and local communities to identify and negotiate partnerships that reduce costs and enhance resilience and mission readiness.
  • Develop new DAF policy and guidance, and update existing documentation related to community partnerships.
  • Provide strategic communications via newsletters, web content, and best practices briefings.
  • Provide planning and logistical support for an annual DAF Partnerships recognition ceremony.
  • Participate in DAF subject matter workgroup meetings, including agenda development and providing meeting minutes.
  • Maintain tracking tools using MCAT and report to DAF client.
  • Develop materials and coordinate logistics for site visits.
  • Support routine and annual data calls associated with the program.
  • Support conferences such as Association of Defense Communities (ADC) events and training workshops.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Perform additional duties as required.

Qualifications:

  • Bachelor's degree in science, engineering, planning, public policy, or related field.
  • A minimum of 2 years of experience supporting DoD/Air Force Community Partnerships.
  • Experience in client management, team leadership, strategic communication, and charrette facilitation.
  • Willingness and ability to travel as needed, approximately 10 - 25%.
  • Capable of obtaining a DoD security clearance of "Secret" or ability to obtain a security clearance if required.
  • Group facilitation skills for use with community workshops and team charrette experience.
  • Ability to read, analyze, and interpret technical material, financial reports, and legal documents.
  • This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

While primarily performed in an office environment, travel and on-site work might be required which could require lifting 50 pounds of documents or equipment, traversing uneven terrain during site visits, and standing long periods of time at public meetings.

This work is principally performed in an office environment; however, there are occasional requirements to visit client sites, which requires the ability to perform work in an office environment or outdoors while conducting data gathering site visits, participating in on-site meetings, and attending conferences or other training activities off-site. Travel to conferences and client sites is expected to be less than 25% of the time.

Language & Communication Skills:

  • Fluent in English with excellent verbal and written communication skills, including technical writing and editing
  • Proven ability to produce high-quality reports and presentations for senior DoD and community officials.

Strong skills in preparing and presenting planning reports and project documentation.

Other Skills: Instructions: Must be proficient in the Microsoft Office Suite of software (Word, Excel, PowerPoint).
