Job Description
GENERAL OVERVIEW
This position is responsible for system-wide leadership of capital construction initiatives.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include but are not limited to:
• Involved in hiring and termination decisions • Coaching and development • Rewards and recognition • Performance management and staff productivity • Plan, organize, staff, direct, and control the day-to-day operations of the department • Develop and implement policies and programs as necessary • May have budgetary responsibility and authority
Plans, organizes, and coordinates the strategic, short- and long-range planning and day-to-day operations and activities of the facilities planning function.
Coordinates the selection and supervision of architects, engineers, planning and design consultants, project managers, construction managers, inspectors, and/or other applicable professionals.
Performs research and analysis in the development of facilities planning data, develops initial programmatic plans for use by design professionals based on long-range analysis of strategic plans and space utilization data, prepares special analyses and reports related to long-range planning, analyzes needs, and develops recommendations concerning future projects.
Develops, gains approval, and achieves program requirements for implementing construction projects, safety, and infection control. Ensures compliance with applicable policies, rules, regulations, and laws, including regulatory and policy developments affecting areas of responsibility.
Coordinates prioritization and sequencing of capital construction projects with network strategies, capital constraints, and facility infrastructure needs.
Oversees the assessment and replacement planning of systems at existing facilities to ensure that capital plans account for the routine replacement of essential infrastructure.
Prepares and delivers presentations to all levels of management on the most efficient and effective ways to renovate, reuse, improve, and/or develop existing and new facilities.
Develops and implements guidelines, standards, and measures for evaluating programmatic and operational effectiveness and establishes target parameters.
Establishes benchmarks and key performance indicators to ensure that strategic master plans effectively support business objectives.
Optimizes the utilization of new and existing real estate with construction and non-construction solutions.
Maintains knowledge of current and emerging trends in technologies, techniques, and approaches in space planning and allocation.
Assists in the development of a network capital plan that supports the programmatic priorities of the organization and its component businesses and departments.
Provides leadership to support the effective planning, sequencing, coordination, design, and construction of approved projects.
Supports development and implementation of standardized contracts.
Leads and participates in negotiation of terms for project agreements.
Initiates and facilitates agency interaction for the project approval process.
Directs new and existing construction, expansion, and renovation/remodeling projects.
Oversees workplace design and space strategies that align with short- and long-term strategic initiatives.
Creates safe, effective, efficient, and sustainable space designs that align with our culture and values.
Other duties as assigned or requested.
QUALIFICATIONS
Required:
• Bachelors degree in Engineering, facility management, business administration, construction management, or a similarly pertinent field of study or relevant experience and/or education as determined by the company in lieu of a bachelors degree. • 15 years of experience with Management or leadership role • 10 years of experience with Multi-site operational leadership in a healthcare setting • 5 years of experience with Management of facility information management and building automation systems • 10 years of experience with Multi-site management of facility infrastructure, including routine on-demand and preventative maintenance programs and teams
Preferred:
• Masters degree in Engineering, facility management, business administration, construction management, or a similarly pertinent field of study • Certified Healthcare Facility Manager • Certified Facility Manager • OSHA 30 Hour • ICRA 8 Hour
SKILLS
• Excellent human resource management skills, including understanding of union workforce issues, 24/7 staff planning, training programs, and performance assessments • Expert understanding of modern building infrastructure technologies, including building automation systems, energy optimization strategies, and mechanical and electrical systems • Deep familiarity with healthcare facility compliance standards and regulations, including those of the PA Dept. of Health, DSI, and DAAC, FGI Guidelines, The Joint Commission, etc. • Significant experience with computerized facility management and facility information management systems • Demonstrated ability to develop value-adding management and building improvement strategies, including development of business arguments for practical capital and operational investments • Very good verbal and written communication skills • Strong critical thinking and problem-solving skills, especially relative to matters of facility design, system resiliency, logistics, engineering, etc. • Excellent financial management skills, including project budgeting, cost tracking, forecasting, etc. • Excellent customer service skills • Dependability and professionalism
